Overall aim • To contribute towards the achieving of the EU 2020 objectives of a dynamic and competitive Europe through the maximization of its human capital, specifically by targeting qualified third-country nationals who, as a group, are disproportionately overqualified for their jobs. • Qualified = migrants who hold professional or higher education qualifications.

Specific objectives (1) • Addressing the mismatch between skilled third-country nationals and their jobs and their under-capitalisation • Increasing the employability of third-country nationals, particularly youths and women • Empowering young migrants and women, particularly new comers to have a better access to the labour market • Contributing to existing knowledge on the problem of over-qualification at EU level • Raising awareness of the importance of utilising skilled migrants for boosting economic growth and prosperity

Specific objectives (2) • Transferring and capitalizing on initiatives built elsewhere in order to build common and flexible tools for diagnosing the over-qualification problem and providing solutions that can be transferable in all EU member states. • Promoting an integrated and sustainable approach to addressing the barriers of skilled third-country nationals by involving key stakeholders and qualified third-country nationals in the diagnosis and design of solutions

Target groups The target groups of this project are qualified third-country nationals, particularly youths and women. • Young = until the age of 30 as defined by the European Youth in Action programme. The objective, however, is to use this age range with flexibility to allow for any practical interventions to be based on recognition of whatever varying circumstances are relevant in different locations and with different youths – rather than imposing an abstract, and presumably less useful, definition on real and heterogeneous circumstances. • Qualified = who hold professional or higher education qualifications.

  7. Activities and Outputs

Establishing Panels of Local key Stakeholders (PLS) • In each partner location (district, city or region) a Panel of Local Key Stakeholders on the theme of over-qualification of third-country nationals will be created; it will be formed by 8 to 12 members from a range of businesses, public and third sector organisations. • The approach is that holistic integrated measures with the support of key stakeholders and decision-makers will be put in place to ensure long-term sustainability

Undertaking local diagnosis of severity and cause (LD) • Severity: how good or bad is a locality at getting skilled third-country nationals in jobs matching their qualifications? • Cause: what factors most contribute locally to over-qualification (discrimination, red tape, language…) and the relationships between these factors.

Establishing a Transnational Knowledge Exchange and Learning programme (1) • Knowledge sharing + translational learning = important parts of successful work in REALISE • 3 transnational workshops • 1 local coordinator + 2 delegates from each PLS to attend. Partners are encouraged to buy flight tickets in advance so that more money is left for other PLS members to attend.

Establishing a Transnational Knowledge Exchange and Learning programme (2) • 1st Transnational workshop: Exchange, comparison and reflection on the findings of Local diagnoses and starting the planning of specific pilot local interventions • 2nd Transnational Workshop 2: undertaking an interim evaluation of the pilot local interventions and planning follow-up actions • 3rd Transnational Workshop: final evaluation of the Pilot local interventions and start planning the long-term strategies for addressing the over-qualification of third-country nationals.

Designing and implementing Pilot Local Interventions • Partners will: • Share diagnosis findings • Agree priorities • To create specific local pilot interventions • Pilot interventions: • Will build on existing suitable practices within and outside the partnership and learning acquired in the transnational exchange • Will address multiple factors the diagnosis identified locally • Must develop a complete approach, not addressing only minor factors such as language barrier only.

Designing long-term strategies to scale-up pilot interventions to policy level • Informed by local diagnosis and pilot local interventions • Each partner will produce a final long-term strategy for addressing the over-qualification of third-country nationals • Secure implementation by: • Mainstreaming the long-term strategies into existing local policies and services • Financing their implementation with local, national and/or EU funding.

  14. Building awareness and maximising dissemination • One-day public event at the Brussels European Parliament • Over 100 participants • Key parliamentarians, EC representatives • Partners: local politicians, decision-makers, practitioners, qualified third-country nationals participating in the project • Objective: raise awareness of the over-qualification of migrants, particularly as this under-capitalisation of human resources relates to economic recovery and the Europe 2020 goals. • Produce guidelines for tackling the issue to be published subsequently based on the experiences and findings of the project.

  15. Dissemination and communication strategy (1) Partners will disseminate the project and its key outputs locally and at EU level through: • Project blog: http://realise2020.wordpress.com/ 2. PLS = multiplier effect • Raising awareness and disseminate project among PLS members • PLS members will communicate awareness and disseminate knowledge and good practice to their communities. 3. Partner websites: • PLS members will put a project presentation + blog link on their own websites

Dissemination and communication strategy (2) • The European Urban Knowledge Network (EUKN) • The multicultural Centre of Botkyrka = Swedish National Focal Point of the EUKN • EUKN Sweden disseminates to EUKN national Focal Points in 15 member states • EUKN Sweden disseminates to its partner networks: Eurocities, OECD, International Migration integration and Social Cohesion Network. 5. Transnational Workshops: • Hosting partner will invite local media and local agencies/ people (outside the PLS) to participate 6. EU parliament event

MILESTONES(to be updated at the end of this meeting) start: 01 September 2011 - end: 01 March 2013 • PLS established: end October 2011 • Local diagnoses delivered: end November 2011 • 1st Transnational workshop & 2nd SGM: 14-16 Dec 2011 • Pilot local interventions design & implementation & evaluation: Jan – Sep 2012 • 2nd Transnational Workshop & 3rd SGM: 26 - 27 April 2012 • 3rd Transnational Workshop & 4th SGM: 13 - 14 September 2012 • Final Strategic Plans Delivered: 31 December 2012 • Closing EU event 15 February 2013 & 5th SGM 14 February 2013 • Final Publication: 31 March 2013
