Program Scope The Western Climate Initiative • 2012 • First Auction of allowances in November • From 2013 • Electricity generation • Industrial sector • Threshold: 25,000 tonnes of CO2eq. per year • From 2015 • fuel distribution (transportation and buildings) • Threshold ; 25,000 tonnes of CO2eq. per year 11

  12. Annual caps of GHG emission allowances The annual caps will be established by decree, in the fall of 2011, for 2013-2020 Mitigation goal : 20% below 1990 levels by 2020 The Western Climate Initiative 12

  13. Compliance obligation Three compliance periods : First period : 2013 to 2014 Second period : 2015 to 2017 Third period : 2018 to 2020 The Western Climate Initiative Surrender of a number of allowances that equals total verified emissions reported during a compliance period 13 13

Compliance obligation On October 1st following the end of each compliance period (2015, 2018, 2021) the compliance account must contain a number of allowances that equals the total amount of GHG emissions reported and verified during the compliance period the use of offsets credits is limited to 8 % of compliance obligation penalty of 3 to 1 and financial penalty for non-compliance The Western Climate Initiative 14 14
