GRSC-9 Summary Report Cindy Cook, GRSC-9 Chair, ISACC
General Overview • 45 attendees • 25 input documents • Noted meeting report from GRSC-8 (CCSA) • 3 High Interest Subject (HIS) panel sessions • Broadband Wireless Access, RLANs & ad-hoc Networking • Mobile Multimedia Broadcast & Multicast • Reconfigurable Radio Systems (RRS) • 3 Task Force Reports • IMT Task Force • Radio Microphone Task Force • Electronic Article Surveillance (EAS) Task Force
HIS: Broadband Wireless Access, RLANs and ad-hoc Networking (ISACC) • Contributions: 06 (TTA), 11 (ETSI), 12 (TIA), 14, 16, 17, 25 (ISACC), 19 (CCSA) • Summary • TTA : Activities related to WLAN Internet Service Provision • ETSI : Activities related to DECT, 2.4, 5 and 60 GHz RLANs as well as High Capacity BWA systems • TIA: Activities with partners relating to Femtocells in particular • CCSA: Activities related to Mobile Broadband Technologies including Trunking and WLAN Offload • Resolutions • Revise
HIS: Reconfigurable Radio Systems (TIA) • Contributions: 07 (ETSI), 20 (CCSA), 21 (TIA) • Summary • Expanded activity in China and Europe • Limited progress elsewhere • Resolution • Reaffirm
HIS: Mobile Multimedia Broadcast & Multicast(TIA) • Contributions: 02, 23 (TIA), 03r1 (ARIB), 05 (TTA), 08 (ETSI), 13 (IEEE SA) • Summary • TIA-Progress made on DVB and FLO standards • IEEE-Progress made on mobile video and 3D human factor standards • ETSI-Progress made on JTC broadcast on digital radio, mobile TV and 3GPP activities on MBMS • TTA-Progress made on T-DMB video service and standards for DMB filecasting • ARIB-Progress made on digital TV switchover and mobile multimedia broadcasting standards • Resolution • Reaffirm
Task Force Reports: IMT • Contribution: 04r3 (ARIB) • Summary • Since GSC-15, Task Force has remained active by correspondence • Task Force will continue with the principal aim of exchanging information and views with goal of approval of the Draft New Recommendation ITU-R M.[IMT.RSPEC] and encouraging adoption of a new agenda item on IMT spectrum issues for WRC-15 at the WRC-12 Conference • Task Force encourages PSOs to review their national/regional activities and to report progress to the Task Force and at the next GRSC meeting • Resolution • Revision prepared of plenary Resolution GSC-15/01
Task Force Reports: Radio Microphones • Contribution: 09, 10 (ETSI), 15, 18 (ISACC) 09a1, 09a2, 09a3 (ETSI for info) • Summary • Radio Microphones (RM) have been confronted with the issues raised within Europe by the reallocation of 790-862 MHz band, previously part of the television spectrum 470-862 MHz band, to Mobile Fixed Communication Networks (MFCN). • Within Europe the 863-865 MHz band is used by radio microphones and a range of cordless audio devices; these will also be badly impacted. • An ETSI Specialist Task Force is investigating Cognitive-PMSE (Program Making and Special Events), and a public funded research project was initiated to transfer the results of the ETSI STF into a working demonstrator. • a review of receiver characteristics and immunity is taking place. • ETSI EN 300 422 has been revised in 2011 due to developments in Assistive Listening Devices (ALD). • Resolution • Revise
Task Force Reports: EAS • Contribution: 23, (Task Force), 24 (ETSI) • Summary • Described the main components of an EAS system • Shoplifting growing social worldwide problem, customer theft is approx. 0.55 % (US $ 43 billion) of total sales, therefore a need for more EAS frequency harmonization • Presented field strength regulations for EAS frequencies and the ITU RR in the 3 ITU Regions & the Draft New Recommendation ITU-R SM. [SRD] “Frequency ranges for global and regional harmonization of short range devices (SRDs)” • Proposed to hold a first face-to-face meeting in Shanghai in the year 2012 and further investigate the issue of potential interference between EAS tagging systems and existing safety & distress systems through a measurement campaign. • Resolution • Revise
ResolutionsActions proposed by GRSC-9 • GSC-16/19: (GRSC) Facilitating Liaison in Relation to Measurement Methodologies, associated Measurement Uncertainty and Calibration (Revised) • Change of contact name to Dr. Gabrielle Owen (ETSI) • GSC-16/20: (GRSC) Radio Microphones and Cordless Audio Standardization (Revised) • Updated info from ETSI and ISACC • GSC-16/21: (GRSC) Broadband Wireless Access, RLANs and ad-hoc Networking (Revised) • GSC-16/33: (GRSC) Radio Aspects of Electronic Article Surveillance (EAS) Systems (Revised)
