2. FUNDAMENTALS

3. Fundamentals Referees will give of their best to conduct the competition fairly and smoothly.

4. They know the rules; understand the spirit of the rules; will perform their duties to the best of their ability; and will try to gain the trust of all players, coaches, officials and spectators.

5. RULES (What you must know)

6. Must-know Rule (1) Contestant Uniform and Protective Equipment Religion-related items shall be worn beneath the head protector and inside the dobok.

7. Must-know Rule (2) The color of the mouthpiece is limited to white or transparent.

8. Must-know Rule (3) The valid points are divided as follows. One point: Successful attack on the red or blue coloured area of the body protector.

11. Two points: Valid turning kick to the legal scoring area of the body.

15. Three points: Valid attack to the head.

19. Must-know Rule (4) Prohibited Acts and Penalties Two “Kyong-go” shall be counted as an additional point for the opposing contestant. However, the final odd-numbered “Kyong-go” shall not be counted in the grand total.

20. A “Gam-jeom” shall be counted as an additional point for the opposing contestant.

21. When a contestant receives eight “Kyong-go” or four “Gam-jeom”, or when he or she receives a combination of “Kyong-go” and “Gam-jeom” adding up to minus four points, the referee shall declare the contestant loser by penalties.

22. Must-know Rule (5) Procedures for Suspending the Match It is the decision of the centre referee, after consultation with the Commission Doctor, whether or not it is possible for the contestant to resume the match.

23. Must-know Rule (6) Instant Video Review If there is an objection to a judgment of the refereeing officials during the contest, the coach of a team can make a request to the center referee for an immediate review of the video.

24. The Review Jury and a member of the Competition Supervisory Board will view the video replay. If they cannot reach a final decision, the Technical Delegate will determine the outcome.

25. Each coach shall have one chance to appeal per contest. If the appeal is successful and the contested point is correct, the coach shall retain the appeal quota for the pertinent contest.

26. In the course of one championship, there is not limit on the total number of appeals a coach may make per contestant. However, if any coach has had three appeals rejected for one contestant, he or she will lose the right to any further appeals.

27. Video replay may be requested for the following: Points scored by opponent Points your contestant deserve “Kyong-go” and “Gam-jeom”

28. OFFICIATING GUIDELINES

29. Officiating Guideline (1) The referee shall call the contestants into the arena 10 seconds before the start of each round.

30. Officiating Guideline (2) Contestants shall walk smartly to their starting position with their headgear under their left arms.

31. Officiating Guideline (3) The contestants shall wear their headgear immediately after the command of ‘Charyeot’ and ‘Kyong-rye’ given by the referee.

32. Officiating Guideline (4) The contestants shall remove their headgear at the end of the match before the referee gives the command, ‘Charyeot’ and ‘Kyong-rye’.

33. Officiating Guideline (5) When any part of the foot touches the opponent’s head, it will be regarded as a valid point.

34. Officiating Guideline (6) A ‘Kyong-go’ shall be declared when both feet of a contestant cross the boundary line. A contestant has not committed a violation if one foot is outside and the other is still within the air space of the competition area.

39. Officiating Guideline (7) Lifting a knee to avoid a valid attack or impede the progress of an attack shall be considered a prohibited act – that is, lifting the knee to block or executing a ‘check’ or ‘cut’ kick is a ‘Kyong-go offence’.

40. Officiating Guideline (8) A ‘Kyong-go’ must be given if the contestant’s repeated adjustments of his or her shin or forearm guard interfere with the progress of the match or provide him or her with an advantage.

41. Officiating Guideline (9) The referee shall signal the coach to refrain from giving loud and excessive coaching. If he or she persists, a ‘Kyong-go’, shall be given to his or her player.

42. Officiating Guideline (10) Coaches are allowed to show their emotion when their players score a point or knockout. But they are not allowed to leave the coach’s position.

43. Officiating Guideline (11) If there is no action after 5 seconds, the referee shall give the command ‘fight!’ If this continues after 10 seconds from the command given, hand a ‘Kyong-go’ penalty to both contestants if they do not show any intention to engage or to the retreating contestant. Care has to be taken in the implementation of this rule in the sudden death round.

44. Officiating Guideline (12) For video replay request, the coach shall stand and raise his hand above his head with the blue or red card.

45. Referee shall take the following action: Break the contest (“Kalyeo”) Stop the time (“Shigan”) Request contestants to return their positions Approach the coach

46. Take his or her card Listen to his or her appeal Return to referee position (“Chong” or “Hong”, Video Replay) Approach Recorder’s Table Inform Review Jury of the appeal

47. Wait for decision Return to the referee’s position If the appeal is rejected, Retain the card and shout “Kye-sok”

48. If the appeal is justified, Approach the coach to return his or her card if his or her appeal is justified. Return to the referee’s position

49. Shout “Chong” or “Hong”, Il-Jon, E-Jon or Sam-Jon Resume (“Kye-sok”)

50. Shout “Chong or “Hong”, “Kyong-go” or “Gam-jeom”, show invalidation sign Resume (“Kye-sok”)
