What did we try to achieve? To increase the permeability and transferability of learning outcomes between the non-formal and formal VET sector. • Intercollege CPC HRDA • IDEC IIEK DELTA • MCAST
What problems did we encounter? • Understanding the role of ECVET in the larger context i.e. education, work qualifications etc. • Absence of a standardized methodology or demanding complex methodology. • Absence of a National Qualification Framework (NQF) e.g. in Cyprus. • Absence of the mechanism for the validation of non-formal and in-formal learning. • Legal framework constraints.
Step 1:ECVET Mapping Process • The mapping process supports the development of a common understanding of the VET institutions that build together an ECVET partnership. • At organizational level, the mapping process helps to identify and reflect on specific characteristics that facilitate or may create challenges for ECVET implementation: • EU framework • National institutional framework • VET provider framework • VET programme framework
Step 2: VET ProgrammeConversion Process • Defining the units of learning outcomes for VET programmes • Forming of the National Industry Advisory Group (NAG) • Defining learning outcomes for VET programmes • Bloom’s taxonomy – a theoretical framework for writing learning outcomes • Linking learning outcomes to learning programmes and assessment methods • Allocation of ECVET points • Quality assurance criteria for the conversion process • Review by ECVET experts • Review by ECVET experts
Step 3: Transfer & Accumulation Process • Preparatory phase • During the preparatory phase, the ECVET partners will need to decide on the terms and conditions of the ECVET transfer and will need to develop the necessary documents for the implementation phase • Transnational Mobility • Organizational Mobility • ECVET Documents • Transfer of Units of LO • Documentation/ Personal Transcripts
What did we achieve? • The ECVET Permit project was a unique opportunity to establish a common understanding of the value of ECVET as well as to establish the methodology and the necessary tools that would allow us to create a bridge between non-formal and formal VET in Cyprus.

"Based on the experience and lessons learned through ECVET PERMIT, and recognizing the benefits of the implementation of ECVET, the management of the CPC has decided to proceed with the conversion of all of its VET programmes according to the learning outcomes structure. What do we need to keep in mind? ECVET cannot be fully operational unless Member States move swiftly in implementing the following necessary measures and conditions: • Development of the NQF • Implementation of quality assurance measures for all forms of education (Formal, non-formal and informal) • Development of the mechanism for the validation of formal and informal learning • Description of qualification in term of Learning Outcomes • Implementation of procedures and the legal framework for flexible pathways Dr Stylianos Mavromoustakos Executive Director Intercollege Vice President of EfVET
