14. AAIF Background • Established April 2006 by Department of Innovation, Industry Science and Research to: • Ensure continued development of a sustainable aerospace industry • Promote Australian capabilities • Provide a collective industry voice to government on current issues.

AAIF Charter 1 • The Australian Aerospace Industry Forum is industry led and: • Seeks to maximise the participation of Australian Aerospace firms in supply chains and increase the level of aerospace exports; • Assists the aerospace industry access the skills and technologies necessary to its development and growth; • Monitors and addresses research and innovation issues to assist future growth and development of the aerospace industry;

AAIF Charter 2 • Seeks to maximise Australian aerospace industry involvement in defence projects and meet the Department of Defence’s requirements in relation to developing and maintaining capabilities; and • Addresses strategic civil and defence certification and standards issues to assist the future growth of the Australian aerospace industry.

Defence Industry Innovation Centre Assists SMEs to improve their productivity and competitiveness by providing advisory services and assistance to find the best ideas, research and technology to improve their products, processes and efficiency. Specialist Defence Industry Business Advisers will work one-on-one with businesses to help them compete against the international defence industry in terms of local and international contracts.

Defence Innovation Centre (still more) • In addition to the core services offered within the EC framework, the DIC will focus on supply chain management, using a UK model to assess the effectiveness/competitiveness of supply chains • The Centre will deliver the 21st Century Supply Chain [SC21] program in Australia • SC21 complements the core Enterprise Connect services which will be available to each firm undertaking a Business Review.

34. Initial Challenge • Sub-committee tasked with investigating the following: • The requirement to operate an autonomous, unmanned, aerial vehicle between the restricted airspace of a military range and its operating air base 150kms away. Flights shall be under IFR Rules via controlled Group G airspace under the current Military and Civil Technical and Operational Airworthiness Regulations. • Q. If this is not possible or, is too bureaucratic, what changes are needed to be able to operate in this environment with the freedom of notification of a normal IFR aircraft?

35. Outcomes • Paper submitted to CASA CEO July 2010 covering the following areas: • Airworthiness Framework for Small UAS • Operational Concepts for Routine Operations in Class G Airspace • Definition of Populous Areas in Australia • Training Standards for UAS operators

Ageing Aircraft Project • AAIF acknowledges the concerns of CASA in regard to the ageing aircraft population in Australia and is encouraging its members, and industry generally, to participate in this project. • AAIF stands willing to support this project, through its working groups if invited to do so.

38. How Can we Help? • Some issues we think may need addressing: • New Schedule 4/5 maintenance programs for certain classes. • Insurance Issues.

39. How Can we Help? • Capacity of CAR30 Organisations to cope with modifications and increased inspections. • Availability of Replacement Aircraft. • LAME/AME Training Programs. • Crash Protection/Design Margins – Removal/ Tightening of Grandfathering of Certification Baselines.

40. CRC for Aerospace? • Monash University (Prof Rhys Jones) • All States to be involved (Government and Academe) • NZ involved (ANZ and NZ Uni) • CASA/ADF involved • Industry to be invited to support. • Possibly up to five technology streams to be supported.

41. Summary • AAIF is useful as a vehicle for industry, academe, research and government instrumentalities to work collaboratively to the benefit of the aerospace industry. • We are all capable of taking off our commercial and bureaucratic hats and acting as a single body to benefit the Nation.

42. Summary • All CEOs and General Managers have contributed willingly and have supported the outcomes. • Government support sustained across two (and now three) major parliamentary changes.
