BRAC & Joint Basing • BRAC Recommendation 146 • Realign 26 geographically proximate bases into 12 joint bases with one Military Department assigned as the lead at each location • Legal requirement to stand up 12 specified joint bases no later than September 15, 2011 • A joint base is a new construct…shared infrastructure under the leadership of a supporting Service Component • At joint bases, the supporting Service Component’s role is that of steward of real property and service provider for installation support services. Accordingly, joint bases are viewed as “national assets” for joint use, rather than “owned” by a single Service Component for their primary use. -DUSD(I&E) “Stationing” memo, 13 Apr 10 3
Aims of Joint Basing • Optimize the delivery of installation support (IS) across the Services at the joint bases • Services execute IS functions using relatively similar processes • Up front investment leads to long-term savings • Provide a learning environment for developing efficient methods of installation support throughout DoD • Export the best applicable ideas to other installations 4
Joint Basing Implementation Guidance (JBIG) • Signed Jan 22, 2008 by DEPSECDEF establishing: • FOC accomplished when TOA, real property accountability, & personnel transferred to the lead Service (Supporting Component) • 2-phased implementation: 5 bases in FY10, 7 in FY11 • 49 installation support functions, with definitions, that transfer • Uses 274 Common Output Level Standards (COLS) for installation support functions’ performance standards Phase I Phase II 5

Measurement • Cost & Performance Framework (CPVF) is the tool we use to assess performance against COLS • Computerized reporting tool • Joint bases report performance quarterly, financials annually • OSD and Services’ staffs evaluate CPVF data for trends, issues, problems

Joint Base Lessons Learned Common Threads • Commitment & involvement of Senior Leaders is vital • Can’t be too much communication! • Constant engagement by leaders at all levels essential • Common understanding of common standards crucial • “Secure the building”…same vocabulary, different dictionary • Transfer of civilians requires a hands-on approach • Manage leadership positions in the new joint installation support organization • Ensure smooth transfer of pay & civilian records • Most friction in Service “cultural issues” • Balance creating joint culture for the new installation support organization while simultaneously preserving Service culture • Don’t underestimate need to reach out to civilian and retiree community 16
