Scope of Contract • Lot 1 – 30 units, 15 step down • Lot 2 – 48 (15 Outreach/3 move on) • Lot – Combination of 1&2 • Looking for flexible support across each lot (no fixed hours per week, based on outcomes and delivering economies of scale • Contracts will be awarded based on a fixed annual price • Performance will be monitored on a quarterly based on outcomes Provider Consultation 20 May 2013
Overview of the Requirement • Quality standards defined by CIH and level C SQT • Staff have the skills and provided with the appropriate training • You have the correct policies and procedures in place and that they are communicated effectively • Links with other services, commissioners, health care providers and community partners are developed and maintained to support service users • Monitor service outcomes (key performance indictors) and demonstrate a structured approach to continuous improvement
Key Performance Indicators • Service performance indicators • % of service users who have moved on in a planned way from temporary living arrangements • Service Availability - the number of available units as a percentage of available units will average 100% • Service Utilisation – the number of occupied units as a percentage of available units will average 90% • Throughput – the number of service users accessing the service in a reporting year as a percentage of the number of units (the capacity) • All services will have obtained a least a level B of the SQT within twelve months of the contract being awarded
Overview of the Procurement Process • Use of the “Open” procedure – this combines the selection and award criteria into one • The questions are a mixture of pass/fail and scored weighted – explanations of how question will be scored are contained in section 2.8 of the ITT • Selection criteria will be assessed first – tenderers failing any of the pass fail questions will not be assessed further • Award criteria is split 70/30 – 70% quality 30% price – contracts will be awarded to the tenderer with the highest % score for each lot or combination of lots • The deadline for submissions is 24th June 2013
Answering Quality Questions • Your answers should provide evidence of how you would deliver what is required • Avoid making statements to say you can meet the requirement • Where you are asked to provide examples or references you should as far as possible use examples that align to this requirement in scope and value • We can’t take any other information into account other than your tender submission, please do not assume because you are providing services to us we will understand your answers, you need to be explicit • Each question should stand alone, we can’t consider information from other answers.
