Supporting people statistics Scotland • Purpose: To identify clients and support paid for through grant. • Ambitious data collection rapidly scaled back when reality dawned. • Ran from 2003-04 to 2007-08. • Difficult to interpret. • Reported figures for numbers supported went up every year. • 140,000 in 2003-04: • 200,000 in 2007-08:
When the data stopped • End of ring-fencing. • No longer possible to identify numbers getting housing support simply on grounds of grant. • Working group:- • Whether/ how to gather housing support data. • SG. CoSLA, LA, Voluntary bodies, Service providers, HSEU.
The working group • Reached a shared understanding of need for data. • Reviewed existing sources. • Identified the things we should measure and their associated classifications.
Why measure housing support Local housing strategies. • Need for improved guidance to cover housing/ aids, adaptations and support. • Making best use of local evidence on what works. • [Not just related to population ageing.] Wider planning for an ageing population. • Understanding interaction between care/ housing support/ houses/ aids/ adaptations. Homelessness housing support legislation • Need to monitor and report on impact? Impact of housing benefit changes. • Supported accommodation.
How we will use the statistics • Assist in our understanding the role of lower intensity housing support in sustaining housing. • Numbers supported by client group. • Extent of integration with other care/ support for different client groups. • Mix of support by client group by setting.
Home Care Census: Housing Support • Housing support details are voluntary at present. • 15 councils provided some details of housing support clients for March 2011. • Covered 7,771 clients receiving housing support. • Around 6,000 of these were also receiving home care. • From Care Inspectorate registration statistics we might expect around 80,000 receiving housing support or home care in the census week.
Conclusion • Driver is the need to understand what is sustaining vulnerable people in the community. • Integrated statistics on care and support coupled with data on clients, client groups and property settings will make an important contribution to our understanding.
Issues • Inclusion of care and support for the homeless/ rough sleeping etc. client group. • Defining housing support.
