The formation of the CCZ can be traced back to as far as 1955 and was spurred by economic problems resulting from increased costs of living. • The formation was spearheaded by two prominent women’s organisations which had active interest in consumer issues and these are the National Women’s Organisation and the Federation of Women’s Institutes. The Salisbury Consumer Council was aimed at ensuring that consumers would not only get value for their money but the primary producers and manufacturers produced items of high standards which could compete with imported processed foods and manufactured goods. • It is against this background that the CCZ functions today. In December 5 1975, the CCZ was born in the format, we know it today • CCZ is a registered welfare organisation whose objectives are to: • Protect the consumer • Protect manufacturing standards • Improving consumer awareness through education • To settle disputes between consumers and suppliers. Functions of the CCZ • Maintaining constant vigilance on price structuring and monitoring the quality of all consumer products. • Receiving and investigating consumer complaints and taking or recommending appropriate action to remedy such problems. • Promoting co-operation and understanding between suppliers and consumer, and making producers and marketers aware of consumer attitudes • Initiating, undertaking or supervising programmes of consumer education A Fairdeal for all consumers is what we want
Functions of the CCZ • Promoting public support for good quality products • Promoting public awareness of the distinction between price and quality • Promoting a code of ethics governing the relationship between suppliers and consumers • Promoting ethical advertising and proper labeling of products so as to ensure accurate description and marketing • Publishing facts relating to consumer products and seeking official and national recognition of such facts and taking such action as is necessary in this regard e.g. the Family of Six Basket. Functions of the Consumer Council of Zimbabwe • Making recommendations on any existing or proposed legislation or other measures which maybe considered to affect the interest of the consumer • Representing and securing representation of the consumer interests at all levels and ensuring adequate representation on appropriate organizations within and outside Zimbabwe A Fairdeal for all consumers is what we want
Consumer legislation • The CCZ has lobbied for specific consumer legislation in Zimbabwe, such as: • Patients Charter- which seeks to create an environment of mutual understanding, participation and humane treatment of patients. • Class Action Act (1992) which makes provision for consumers to jointly seek legal redress. • Small Claims Court, mostly accessible to low income groups who can not afford legal fees. • Consumer Contract Act (1994), which protects consumers against unfair contracts. • Competition Act (1996) - encourages and promotes competition in all sectors of the economy. The Consumer Movement in Zimbabwe • The Consumer Movement in Zimbabwe likewise elsewhere in the world owes its success to the former United States of America President John F. Kennedy who in 1962 announced a consumer bill of rights. • The bill initially had four consumer rights. • In 1985 the UN Guidelines for Consumer Protection and International Organisation of Consumer Union (IOCU) added four more right with emphasis being on education and consumer protection.
