3. Alaska’s Education Opportunity Act Repeals the Alaska High School Graduation Qualifying Exam and replaces it with the student’s choice of a career-readiness assessment or college-readiness assessment. http://gov.alaska.gov/parnell/priorities/education/alaskas-education-opportunity-act.html

KEY COMPONENTS of New Statute & Regulations Student choice of career-readiness or college-readiness. • Career-readiness: WorkKeys • College-readiness: ACT or SAT A district must offer WorkKeys; a district may choose to offer ACT or SAT or both ACT & SAT. *Please complete survey ASAP with this info.

5. KEY COMPONENTS of Regulation • Required in grade 11; available in grade 12 to students who did not have the opportunity to take it. • 2014-15: grade 11 & 12 students who took WorkKeys in 2013-14 have satisfied the requirement; those who did not take WorkKeys will need to take a CCRA.

6. KEY COMPONENTS of Regulation • EED will pay for one administration of one assessment. NEW INFORMATION: Districts that choose to administer WorkKeys to all grade 11 students OR give grade 12 students a second WorkKeys administration will be invoiced for additional tests (currently $18 per assessment). Please contact Shari Paul to set up this option. Please note: this option is NOT available for ACT or SAT.

7. KEY COMPONENTS of Regulation • “Take” defined as “receiving a valid score.”

District First Steps • Determine which college-readiness assessment(s) will be offered. • Compare testing dates to district/school calendar. • Determine capacity for registration processes and administration requirements • Inform students, families, secondary teachers about CCRA requirement. • Career-readiness or college-readiness choice • Option(s) for college-readiness at their school or in their village/town/city. • Register students for the CCRA of their choice.

9. TEST WINDOWSTesting on a school day and/or testing on a Saturday

10. TEST WINDOW-Days in Session Schools must offer the mandatory assessments on “days in session,” as defined by regulation. WorkKeys: “Paper/Pencil” ACT: “In-School” SAT: “School Day” Test administration dates are determined by the vendors.

TEST WINDOW-National Testing ACT: “National Test Day” SAT: “National Test Day” Available to any student. • Schools/students register for Saturday testing in the fall. • National Testing dates for EED payment are limited; determined by vendor. • Only available to schools with Level 2 status from Educational Testing Service (ETS). Districts with schools that do not have a code need to apply now; contact Shari Paul.

20. Accommodations: ACT, SAT • Only available to students with “professionally diagnosed and documented disabilities.” • Students must apply to ACT or SAT at least 7 weeks in advance for approval. • Accommodations are not available for English Learners. Best to work with vendor on questions.

21. Accommodations: WorkKeys • Guidance: “WorkKeys Supplement” to EED Participation Guidelines. • Most accommodations require a paper/pencil test. • No application needed; accommodations documented during testing. • Limited accommodations are available for English Learners.

22. Shipping Test Materials • ACT & SAT will ship test materials directly to schools. • Schools will return materials to ACT or SAT. • Shipping costs are included in the state contract; no additional costs to districts.

23. Waivers • Will be presented to the State Board of Education Sept. 18; public comment until December. • Late Arrival: arrived on site after last possible opportunity • Rare & Unusual: • Illness • Death of parent • Late onset of disability

24. District Test Coordinator Responsibilities • Provide support and oversight for all schools. • Provide site test coordinator names, contact info to EED. • Determine district and school date conflicts for offered assessments. • Support training of site test coordinators. • Support and/or facilitate student registration for offered assessment. • Ensure materials arrive & are returned on time.

25. Site Test Coordinator Responsibilities • Provide information to students & families; assist students with test selection. • Determine student date conflicts. • Register students. • Train staff; establish test schedule. • Securely manage materials & shipping. • Administer test. • Support students who register for Saturday National testing.
