Introduction • Franklin County Emergency Management and Homeland Security (FCEM&HS) continues to make bold, continual improvements in efficiency and effectiveness for the citizens of Franklin County. During this economically challenging climate, FCEM&HS continually strives to be good stewards of our operational and grant dollars. FCEM&HS seeks innovative ways to continually expand and improve our services to the citizens of Franklin County, while holding the line on proportionate share revenue. • Following are highlights of the Agency’s top accomplishments in 2012. FCEM&HS 2012 ACCOMPLISHMENTS
2012 Accomplishments Warning Systems • All 181 Outdoor Warning Sirens, 3 repeater sites and 3 activation points were converted from wide band to narrow band. The conversion was completed in June 2012, 6 months before the FCCNarrow Band Mandate of January 1, 2013. • FCEM&HSinstalled 9 new outdoor warning sirens and 25 sirens received front panel upgrades. • The agency completed a county-wide assessment of warning siren gaps. 2012 Accomplishments Warning Systems (cont’d) • FCEM&HS continued using Social Media as a tool for emergency information and preparedness education through the Agency’s Twitter site. The site serves the public as a highly-accessible channel of communication in regard to preparedness, warnings, emergency protective actions, and pertinent news about the Agency. The public can follow FCEM&HS at @fcemhs. We have more than 1,220 followers, and the list grows each week. FCEM&HS 2012 ACCOMPLISHMENTS
2012 Accomplishments Emergency Operations Center • The Agency responded to the June 29 Severe Storm that caused widespread damage and left over 186,000 residents without power in nearly 100 degree temperatures. • The FCEM&HS Joint Emergency Operations Center was activated and staffed with Emergency Support Function partners from June 29 through July 7th. On June 30, 2012, Ohio declared a State of Emergency. • FCEM&HS coordinated the Operation Guardian Comfort Mission directive from Governor Kasich and the Life Care Alliance Support Mission requested by Mayor Coleman. 2012 Accomplishments Emergency Operations Center (cont’d) • FCEM&HS continued to improve technological capabilities and upgrade the Franklin County Joint Emergency Operations Center. • Through the use of FY2009 State Homeland Security Program (SHSP) grant funds, FCEM&HS purchased a Video Teleconference Camera, an Informational & Instructional Monitor and WebEOC, a crisis information management system that enables real-time information sharing via the internet for emergency managers and first responders. 2012 Accomplishments Emergency Operations Center (cont’d) • FCEM&HS enhanced agency physical security with grant funding through FY2010 SHSP grant funds. • FCEM&HS utilized its Geographic Information System (GIS) for the following projects: • Site Selection Analysis for optimal placement of new outdoor warning sirens. • Enhanced functionality of Web-Based GIS Applications. • Identification of Populations at risk for Risk and Gap Analysis. 2012 Accomplishments Resources • The Resource Management and Logistics Annex for the County Emergency Operations Plan was completed in 2012. This is a comprehensive document describing the tactics, techniques, and procedures of the FCEM&HS resource management program. • A “Guide for Resource Management in Emergency Management & Homeland Security” was completed and will be provided to OEMA for distribution to counties and jurisdictions within Ohio. The Guide offers information intended to increase awareness and offers guidance for instituting a resource management program at all municipal and county levels. FCEM&HS 2012 ACCOMPLISHMENTS
2012 Accomplishments Resources (cont’d) • For Resource tracking and inventory management, FCEM&HS adopted the FEMA Incident Response Inventory System, better known as IRIS. This management system has proven its worth during incident response over the past year, as well as during exercises. FCEM&HS is in constant close coordination with the Preparedness-Technology, Analysis, and Coordination (P-TAC) Center, which is operated by the Federal Emergency Management Agency (FEMA) National Preparedness Directorate (NPD), P-TAC Office. Our work with the P-TAC Center has led to significant improvements with the database. We will continue this relationship with the Center. FCEM&HS 2012 ACCOMPLISHMENTS
2012 Accomplishments Recovery • Following the June 29 Severe Storm FCEM&HS conducted countywide assessments of the damage and reported the data to the Ohio Emergency Management Agency (OEMA). • OEMA requested FEMA come to Ohio and assess the impact of the storm on public entities and certain private-non-profits. • FCEM&HS hosted a Joint Preliminary Damage Assessment with FEMA and OEMA in August to determine if the impact in Franklin County warranted a request for assistance from the President. • Franklin County and the State of Ohio met the thresholds and Governor Kasich requested declaration from the President for recovery assistance. 2012 Accomplishments Recovery (cont’d) • State of Ohio was granted federal declaration. • FCEM&HS hosted a Public Assistance Applicant’s Briefing with OEMA & FEMA at Veterans Memorial Auditorium for local jurisdictions, schools and private non-profits to apply to the Public Assistance Program. • Franklin County submitted over $4.4 million in damages for reimbursement for local jurisdictions, schools and private non-profits. 2012 Accomplishments Planning • FCEM&HS implemented the Integrated Risk Management (IRM) Workgroup to engage the Homeland Security Enterprise and ensure a “whole community” approach to the year-long IRM process. • The Workgroup will review the 2012 Risk Assessment/THIRA, support the development of a capability assessment and gap analysis, and assist FCEM&HS in informing decision makers regarding risks, capabilities, and gaps in Franklin County in order to successfully implement Integrated Risk Management. 2012 Accomplishments Planning (cont’d) • FCEM&HS worked with stakeholders and the IRM Workgroup to prioritize the Franklin County risks for the updated Risk Assessment. • FCEM&HS embarked on the completion of a Threat and Hazard Identification and Risk Assessment (THIRA) to ensure Franklin County is ahead of the curve in complying with federal guidance. 2012 Accomplishments Planning (cont’d) • The 2012 Updated Franklin County Natural Hazards Mitigation Plan was approved by the State of Ohio and FEMA and adopted by the City of Columbus, Franklin County Commissioners and many local jurisdictions. The plan was originally implemented in 2007 to minimize the area’s vulnerability to dangerous natural disasters. The plan update, required every five years, is a key precondition for future FEMA funding for hazard mitigation projects by participating local jurisdictions. FCEM&HS 2012 ACCOMPLISHMENTS
2012 Accomplishments Training • FCEM&HS implemented the Franklin County Training and Exercise Committee which is responsible for addressing training and exercise needs and de-conflicting exercises in Franklin County. • FCEM&HS held the first annual Training and Exercise Planning Workshop (TEPW) that was attended by participants from multi-disciplines throughout the county. • FCEM&HS developed a Multi-Year Training and Exercise Plan to provide a three year outlook for training and exercises in the county. 2012 Accomplishments Training (cont’d) • FCEM&HS held 23 training classes in 2012 for first responders for a total of 719 people better prepared to respond to all-hazards. • Director Pannell completed the Executive Leaders Program at Naval Postgraduate School’s Center for Homeland Defense and Security in April 2012. The goal of the Executive Leaders Program is to enhance senior leaders’ capacity to develop policies and strategies and while strengthening working relationships across the jurisdictional boundaries of regions, agencies, local-state-tribal-federal governments and the private sector. Students study the interdisciplinary concepts that comprise homeland security. FCEM&HS 2012 ACCOMPLISHMENTS
2012 Accomplishments Training (cont’d) • FCEM&HS developed the State Legislature Outreach Program. Director Pannell has briefed 14 State Legislators from Central Ohio about FCEM&HS and its mission and vision. FCEM&HS will continue outreach to elected officials throughout Central Ohio. Exercises • FCEM&HS successfully completed a large Joint Emergency Operations Center (JEOC) Functional Exercise in November with over 80 participants. • Regional, multi-county, multi-jurisdictional exercise. 2012 Accomplishments Exercises (cont’d) • First successful usage of WebEOC by Franklin County JEOC staff and ESF Partners. • Additional Participation by: • Deaf Services Center • SAIC • Educational Service Center of Central Ohio • Groveport Madison and Pickerington Local School District • Good operational coordination with numerous partners in JEOC. 2012 Accomplishments Exercises (cont’d) • Use of Twitter and social media to report information. • JEOC equipment upgrades tested and proved. • GIS system utilized during exercise provided additional visual tool for countywide situational awareness and common operating picture. • Validated resource capabilities which proved invaluable for response operations in the JEOC. 2012 Accomplishments Citizen Preparedness • Emergency services personnel will not be able to help everyone immediately during an emergency, therefore citizens can make a difference by saving lives and protecting property in the event of a disaster until first responders arrive to help. The Franklin County Citizen Emergency Response Team (CERT) Basic Training is a national curriculum of 9 units covering a 9 week period totaling approximately 25 hours. Five CERT Basic Training courses were conducted this year. 133 volunteers have taken the CERT training this year providing over 200 trained CERT volunteers. Over 340 citizens are currently interested in the CERT Basic Training. FCEM&HS 2012 ACCOMPLISHMENTS
2012 Accomplishments Citizen Preparedness (cont’d) • Flooding is a significant risk in Franklin County. In 2012, FCEM&HS continued to develop Operation Flood Fight and train volunteers as Flood Fight Operations Specialists. Operation Flood Fight is a preparedness and response plan designed around the Franklinton Floodwall in the event of catastrophic flooding. The plan trains multiple volunteers in filling and building sandbag levees at 6 points along the Franklinton Flood Wall. These areas remain vulnerable to flooding due to floodwall building limitations such as railroads and roadways. In 2012, FCEM&HS trained over 60 volunteers as Flood Fight Operations Specialists during 3 separate sandbag training classes. FCEM&HS 2012 ACCOMPLISHMENTS
2012 Accomplishments Citizen Preparedness (cont’d) • Damage assessment is required under section 5502 of the Ohio Revised Code. Damage assessment is a systematic process of determining the type of damage, the extent of loss and impact suffered by a community in a disaster. In 2012, FCEM&HS continued to develop the Damage Assessment Operations Plan and train volunteers as Damage Assessment Specialists. Damage Assessment Specialists are deployed immediately into impacted areas to record disaster damages. The information is used to determine the need for subliminal federal or state assistance. Over 50 volunteers were trained this year as Damage Assessment Specialists during 3 separate classes. FCEM&HS 2012 ACCOMPLISHMENTS
2012 Accomplishments Citizen Preparedness (cont’d) • Siren Watchers monitor and report on one assigned outdoor warning siren every Wednesday for the noon test. FCEM&HS monitors volunteer and citizen reports and investigates any potential system errors. A Siren Watch Team Leader helps FCEM&HS with recruiting, training, retaining, and monitoring the Siren Watch Volunteers. FCEM&HS currently has 108 volunteers in the Siren Watch Program. 2012 Accomplishments Citizen Preparedness (cont’d) • FCEM&HS partners with the National Weather Service, OSU Emergency Management, and the Central Ohio Severe Weather Network (COSWN) to train citizens in severe weather recognition. Citizens in concert with FCEM&HS report critical storm data and damages to Wilmington NWS. Many citizens become volunteers and work through COSWN’s amateur radio network to collect the data. Wilmington monitors COSWN’s radio network to collect data. Over 300 volunteers were trained in severe storm recognition in March of 2012. FCEM&HS 2012 ACCOMPLISHMENTS
2012 Accomplishments Citizen Preparedness (cont’d) • Central Ohio Amateur Radio Emergency Services (COARES) provides communications support to FCEM&HS and support to Franklin County CERT in Operation Flood Fight and Damage Assessment Operations communications. COARES has approximately 250 communications volunteers and 100 active members. Additional volunteers are available during active emergencies and disasters. FCEM&HS 2012 ACCOMPLISHMENTS
2012 Accomplishments Citizen Preparedness (cont’d) • The Volunteer Organization Coordination Council (VOCC) represents 10 volunteer organizations that work with FCEM&HS during exercises and real events. Organizations including Franklin County CERT, COARES, COSWN, Box 15, Central Ohio Law Enforcement Chaplaincy Team (COLECT), Central Ohio Radio Club (CORC), Critical Incident Stress Management (CISM), Rapid Assistance to Community Emergencies (RACE), HandsOn, and Red Cross meet every 2 months at FCEM&HS to plan and collaborate response during emergencies and disasters. 2012 Accomplishments Citizen Preparedness (cont’d) • In 2012, FCEM&HS successfully utilized over 550 volunteers equaling over 4,700 hours. Volunteers assisted with projects, outreach, training and exercises. • Franklin County CERT was tasked by FCEM&HS to oversee registration at the 2012 National Homeland Security Conference. 76 volunteers covered 152 shifts equaling approximately 700 hours. Volunteers consisted of CERT, Medical Reserve Corps (MRC) and OSU Security and Intelligence Club volunteers. FCEM&HS 2012 ACCOMPLISHMENTS
2012 Accomplishments Citizen Preparedness (cont’d) • During the Emergency Operations Center (EOC) Functional Exercise in November, 12 Franklin County CERT volunteers assisted with the JEOC operations equaling 60 volunteer hours. Volunteers answered phones, conducted research, and assisted with JEOC registration in the Franklin County CERT Office, JEOC, Joint Information Center (JIC), and the Assessment center. 2012 Accomplishments Grants • There was a paradigm shift in the grant allocation process beginning with the FY2012 SHSP Grant. The FY2012 Homeland Security Grants focused on mitigating and responding to the evolving threats while beginning to transition to the new vision set forth in the President’s FY2013 Budget focused on building and sustaining the core capabilities outlined in the National Preparedness Goal. • In FY2012, the Homeland Security Grant Program became a competitive process causing Ohio EMA to convene a Grant Framework Committee to develop state grant guidance for potential awardees. FCEM&HS was a member of this committee. FCEM&HS 2012 ACCOMPLISHMENTS
2012 Accomplishments Grants (cont’d) • The Grant Framework Committee purpose was to: install a framework that better utilized the reduced funding anticipated; determine the criteria and ranking system for the awarding of grants; and build up core high ranking capabilities that could be deployed regionally and nationally. • Applications submitted under FY2012 SHSP had to support terrorism preparedness by building on or enhancing capabilities relating to prevention , protection, mitigation, response, and recovery from terrorism incidents. • The core capabilities were broken into three priority levels, or tiers: sustainment, gap closure and building new capabilities. 2012 Accomplishments Grants (cont’d) • On May 22nd, FCEM&HS convened a meeting with all potential Franklin County applicants outlining our estimate of the official guidance to be released from Ohio EMA. Once guidance was released by Ohio EMA, FCEM&HS convened a second meeting on June 22nd with potential grant recipients in Franklin County to review the new application process and the new guidelines. Ohio EMA Preparedness Grants Branch Chief, was in attendance and answered questions from the community. • Applications could only be submitted to Ohio EMA by a county EMA. FCEM&HS had less than sixty (60) days to collect applications, seek approvals and submit the applications to Ohio EMA. FCEM&HS 2012 ACCOMPLISHMENTS
2012 Accomplishments Grants (cont’d) • On August 20, 2012, FCEM&HS submitted all grant applications to Ohio EMA for consideration meeting the state deadline. • Ohio EMA convened a peer review committee and reviewed all of the applications received statewide. FCEM&HS received awards for three of the six applications submitted on behalf of the County/MSA for a total of $197,368.00. FCEM&HS 2012 ACCOMPLISHMENTS
2012 Accomplishments Grants (cont’d) • FCEM&HS received UASI grant funds to incorporate guidance and concepts reflected in the FEMA National Disaster Recovery Framework into the existing FCEM&HS Emergency Support Function #14 (ESF 14)- Recovery and Mitigation. ESF 14 will be enhanced to ensure all aspects of recovery are addressed and documented to reflect local needs while keeping in concert with the Ohio EMA and FEMA planning documents and guidance. 2012 Accomplishments Grants (cont’d) • FCEM&HS received two FY10 EMPG Special School Competitive Grant Awards for a total of $60,000. • The Franklin County Local School District Portal Project enables Franklin County’s local school districts to create and use Web-based communications to improve the way school districts respond to emergencies. The web portal allows for school district emergency plans to be easily displayed and accessed on mobile devices for day-to-day use and during emergencies. Seven local districts participated in the project. • FCEM&HS also completed the New Albany Plain Local Schools Emergency Operations Plan Project which improved the district’s Emergency Operations Plan and created a model for other school districts.
