Multi-State Climate Registry:Participating States • More than 30 states and tribes now part of MSCR registry dialogue: • 10 Eastern Climate Registry States(coordinated by NESCAUM) • Connecticut, Delaware, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont • California (through CCAR) • 8 Midwest States(coordinated by LADCO): • Illinois, Indiana, Iowa, Ohio, Michigan, Minnesota, Missouri, Wisconsin • 14 Western States(coordinated by WRAP): • Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, Wyoming
Multi-State Climate Registry:Objectives • Apply bottom-up approach to GHG emissions accounting • Allow companies and organizations to quantify and report entity-wide emissions from various sources (stationary, mobile, fugitive, process) and to identify reductions in GHG emissions on annual basis • Provide entities with opportunity to document early action, demonstrate environmental leadership, identify GHG risks and opportunities & engage in relevant policy discussions
Multi-State Climate Registry:Objectives • Support multiple state/regional climate policy goals • Leverage state resources • Facilitate linkages between programs/policies • Capture emissions data and information for sources that might not be covered under future programs • Encourage transparency and promote accountability
Multi-State Climate Registry:Main Goals • Design and implement a policy-neutral repository for greenhouse gas emissions data and information • Establish best practices in GHG emissions data reporting and management • Develop consistent, accurate, transparent and robust GHG accounting, reporting, and verification protocols • Support common platform for GHG emissions data reporting and tracking
Multi-State Climate Registry: Foundation • Multi-State Climate Registry will be based on the following: • GHG accounting and reporting standards set by the World Business Council on Sustainable Development and World Resources Institute • GHG reporting requirements established by the California Climate Action Registry and the Eastern Climate Registry • Different objectives from existing programs like Chicago Climate Exchange (CCX), DOE’s 1605(b) voluntary reporting program, EPA’s Climate Leaders Program
Multi-State Climate Registry: Process • Multi-State Climate Registry Steering Committee consists of 15 high-ranking environmental officials representing participating regions • Subcommittees are evaluating technical issues, developing organizational structure and governance, drafting agreement between states, etc. • Steering Committee first met in September 2006 with second meeting scheduled for February 2007 • Subcommittees will report back to full committee on a variety of issues; representatives from southeast states are welcome to attend
Multi-State Climate Registry: Implementation Timeline Spring/Summer 2007: • States to sign MOU in April 2007 • Independent registry organization to be established soon after MOU is signed to develop accounting and reporting protocols, finalize software platform, and recruit reporters • Governing board would be made up of member states and tribes • Some registry staff would be located in participating regions Fall/Winter 2007: • Entities and states would start reporting to the registry in December 2007/January 2008 • Registry would be available to support participating state climate programs (voluntary, mandatory, and regulatory)
