  2. Community Planning & Capacity Building RSF Who is the CPCB RSF? CPCB RSF Coordinating Agency: DHS/FEMA • Facilitate and provide coordination and oversight for the CPCB RSF • Ensure effective communication and collaboration among CPCB RSF primary and support agencies and other partners and stakeholders CPCB RSF Primary Agency: • Department of Homeland Security/ FEMA

CPCB RSF Supporting Agencies Department of Housing and Urban Development (HUD) Corporation for National and Community Service (CNCS) Department of Agriculture (USDA) Department of Commerce (DOC), including NOAA and EDA Department of Education (ED) Department of Interior (DOI) Department of Health and Human Services (HSS) Department of Justice (DOJ) Department of Transportation (DOT) Department of the Treasury (TREAS) Environmental Protection Agency (EPA) General Services Administration (GSA) Small Business Administration (SBA) CPCB RSF Non-Governmental Agencies: • American Planning Association • International City County Management Association • American Institute of Architects, • Urban Land Institute • Council on Foundations • Extension Disaster Education Network • National VOAD, Red Cross • And any others that want to participate…. 3

Community Planning & Capacity Building RSF Mission of CPCB The mission of the CPCB RSF is to: Support and build recovery capacities and community planning resources of local, state, territorial and tribal governments needed to effectively plan for, manage and implementdisaster recovery activities in large, unique or catastrophic incidents. It achieves this mission through the coordination of CPCB partner resources and expertise to build recovery capacities and inclusive community planning efforts.

Community Planning & Capacity Building RSF Purpose and Goals of the RSF Coordinating body to: • Provide leadership to build partnership among CPCB Partner agencies and organizations • Involve non-governmental, private sector and professional associations in leveraging resources and capabilities Aiding communities and states in: • Community organizing and planning • Leadership development and recovery management • Capacity building after disasters

Community Planning & Capacity Building RSF Important Relationships and Strategies for CPCB RSF The CPCB RSF provides expertise to ensure: • Enhanced interagency coordination of resources, requirements and support for building community capacity and community recovery planning. • Integration of socio-economic, demographic, risk assessment, vulnerable populations and other important information into recovery planning and decision making activities • Increased community wide supportand understanding of sustainability and resiliency principles applicable to the opportunities presented during disaster recovery.

  9. Community Planning & Capacity Building RSFWhat CPCB is Not • Does not control partner activities • Does not prepare FEMA or FDRC recovery “plans”. Support is technical assistance to community led efforts • Does not manage, control or direct other RSFs • Does not manage or prepare the MSA or RSS – contribute CPCB elements to those documents • Does not staff the entire FDRC’s org – staffs the Community Recovery Assistance Group • Work with Voluntary Agency Liaison (VAL) to link with local government with VOADs and/or Long Term Recovery Group • Not carrying out Voluntary Agency Liaison role

CPCB In Sum….. • Share disaster wide community information and launch partners for evaluation and exchange • Convene partners to identify and resolve programmatic/strategic issues, leverage resources, aid all communities with TA • Provide FEMA technical assistance, based on FEMA Needs Assessment, to the few communities that warrant this support.
