2. Office 13 • The aim of this report is to condense and summarise the main work of this office in its investigation of murders at Porto Beach.

3. Porto beach Investigation Week One: Introduction, Case Studies, and Victim Profiles • All together their were 9 officers in Office 13. Introductions were completed between the first 7 officers before the start of week one. All seven inserted their personal information into the team member page, and Case Studies by the end of week one- this acted as a good ice breaker. • During week two, twolatecomers, Nicole Didsbury and Shameera Mandhu joined the office. Both officers introduced themselves and were welcomed by the group • All case studies were complete by the end of week one and well on time. These case studies had a wide range of information, dealing with drug murders, murders linked to organized crime, murders of self-defence, and also murder through on going child abuse. • All of the Victim Profiles were completed by the end of Week One in complete detail. • The Senior Investigating Officer was Mellie Roberts

4. The key skills exercised in Week One were: • Researching past murder case studies • Analysis of the case study • Details of useful tools in murder investigations, (e.g. post mortem, DNA, eye witness accounts) • The murder victims were found to have these characteristics: • Reoccurrence of strangulation except in victim 5, where stabbing was the cause of death. • All females in early twenties • Jewellery and/or shoes regularly missing • All sex workers except for victim 1 and victim 5 • Letter from the killer left at every crime scene

6. Key Findings found in Week Two: Statistical Analysis of data • Data Found: • Murder Rate rising in Porto Beach. Its clearly rising significantly with 2008's murder rates being at 55 murders, then 69 murders for 2009( Including our 6 victims) • Florida - 6.4 murders per 100,000 people. • Glasgow – 97 cases of homicide between 2008/9. • Manchester – 32 Murders between 2008/9. • Porto Beach – 84 murders between April 2008 and April 2009. • Teams Response to Budget Cuts, and New Murder: • Our investigation teams main response to the budget cuts were to add more video cameras noted in this picture. It would cost less money then overtime for police patrolling the city. Also to set up crime control hot lines operated by volunteers. • Our teamresponded very dilligently to the discovery of the 6th victim; this victim was the final piece to our investigation that led our officers to the apprehension of a killer!

This organisation therefore may of benefit to our investigation. It appears some of our victims were sexually assualted/rape and one was homeless. Thus, as several victims suffered acts of sexual abuse/violence and/or rape , this is an organisation which may be of use in our enquiry.

9. Key Findings in Week Three:Community Organizations • This Week the Team demonstrated how different organizations could come together to prevent women from becoming a potential victim of our murderer. • This week the team also faced the problems of the community vigilantes. So the team came to the conclusion to control this situation by engaging the community to help with the investigation, by setting up volunteer hot lines, and volunteer neighborhood watches. 10. Porto Beach Investigation Week Four: Press Release • Key Points • Community links put in place to tackle vigilantes (Victim Support, Community Safety Networks) • Creation of ‘no go’ zones • Increase in CCTV • Aim • Increase public safety and gain an increase in public confidence.

11. Key Findings In Week Four: Press Release • Attempts were made by officers Meghan Harvey and Matt Noon to quell the growing moral panic in Porto Beach • This was achieved by reporting to the public the recent police activity in the area • Officer Harvey and Officer Noon reassured the public by informing them of all the steps taken, reporting to them the exact number of victims and also ensured them a seventh victim would not occur • Officers also made reference to the vigilante groups to assure the public that (a) the police were effectively dealing with those individuals and (b) that the police are investigating these murders and for the public not to condone the action of vigilantes • A range of contact methods were provided to the public to contact the Senior Investigating Officer or officers from the public information team. This was for two reasons: to aid the police in their investigations and to also show the public that our officers are available for them 24 hours a day

12. Public Information Researcher (PIR) – Meghan Harvey • The main contribution I made to office 13 are: • Full, consistent participation each week • Help and advice to other officers (when necessary) • Edited and expanded the details of our six victims profiles • Posted relevant links to journals to enable a better understanding of victims • Drew comparisons (when required) from our three Cities/State • Took on the role of leader (when necessary) • Encouraged discussion • Finally, as the only officer from Glasgow, I tried to provide the team with a good understanding of statistics, organisations and crime in my city. • The biggest challenge faced throughout this experience was overcoming the initial thought. On weeks one and two I could not see how all officers could communicate their points with the wiki as the only source of communication and how the weekly tasks would get completed. In turn, I have learned to be more patient and concentrate on one task at a time. • Skills • Furthermore, the skills that I have attained are: • Improved communication skills with people via the Internet • Improved understanding and interpretation of statistics • More confidence in working with strangers • A new understanding that as well as being able to work on my own, I can work effectively in a team and not afraif to take lead when required • Finally, the skills that I have gained that will be useful in the real-world and for future employment are: • All of the above • Enjoying working as part of a team as much as I do individually • Knowing I will give 100% to any team I am a member of

13. Public Information Officer (PIO)- Matt Noon • Main Contributions • Designing the Press Release • Gathering Community Links • Analysing Murder Rates • Biggest Challenge • Teamwork- this was a challenge as we had to communicate through the wiki site, which was hard due to some other team members lack of involvement. • Skills Acquired • Teamwork- this will be useful in a real world in order to solve problems or complete a task which was demonstrated in this project.

14. Evidence Disclosure Officer (EDO)- Antony Boardman Contributions: Logged in daily, completed each task and published it in time for it to be sent to the Chief Officer. Gave suggestions to how we should tackle each task. Biggest Challenge I faced: Locating up to date murder statistics for Manchester were particularly difficult to find. Skills I have Acquired: Communicating with people online rather than in person. Improved my organisation & communication skills. Improved research skills.

15. Public Information Researcher (PIR)- Lorna Sandbach Main contributions I have made: I have contributed to the investigation every week, in week four I put forward ideas even though I did not myself edit the press release in any way. I have contributed to ideas about how the victims were killed and how the murderer killed. I have talked with the other officers on the front page ever week, sometimes daily. Developing the investigation week by week by working as part of a team. Biggest challenge faced: The biggest challenge throughout the investigation for me was keeping in contact with every other officer regularly as some members did not come online often enough. The others however, I found very helpful and everybody worked together to help gain a better understanding of each weeks task. Skills I have acquired: Analysing and comparing statistics, this will be useful in future employment where research is concerned. Communicating online with other students worldwide, and completing an investigation without meeting face to face. This has shown useful in the real world as my communication skills have improved. Working as part of a team in order to develop a concise investigation. Teamwork will be useful for futureemployment.

16. Public Information Coordinator (PIC)- Sammie Jones • Contribution: • I feel that I contributed by; working well and efficiently within the team, always completing the tasks on time and by checking all developments on the Wiki daily. • Skills: • While working on this project I have gain many skills which will be useful for future employment. Such skills include; The approved ability to work well as a team member, a bigger confidence about working with people over the Internet and with no face-to-face contact and improved research skills and statistics analysis. I have also learned some extra IT skills, including how to use a Wiki page. • Biggest Challenge: • I feel that the biggest problems that I occurred while working on the project was that some members of the team did not contribute to the weekly tasks and also feeling that my work was perhaps not good enough in comparison to others.

17. Geographic Information Analyst (GIA)- Mitch Fugate Main Contributions: Always did my part and tried to go further then expected. I believe that I helped a few team members realize that we were a team and that a team effort was needed to finish our task and missions and to apprehend the murderer. I was a team member that communicated frequently and did not let my team worry about my performance and wonder if I would complete my task for the week. Biggest Challenge: Overcoming the stress that I felt before we started this project and actually enjoyed doing this project by week 2. It was fun and interesting. Getting to work with people that I would never have had an opportunity to experience was overall a great experience. Real World Skills: Working as a team is an important skill. I feel that there is always something to gain while working with new team members. I also have learned a lot from everyone else on my team. I have learned that depending on the situation, there are different aspects of crime and community that I hardly gave thought about, ie. vigilantes and press releases. I will definitely be able to relate to that now in the real world.

Senior Investigating Officer (SIO)- Mellie Roberts • Main Contributions: • Team Leader • Kept the Team on Task with assignments • Created the basis of the Victim Profiles • Created Pages for the assignments every week • Answered team questions to the best of my ability • Kept in constant contact with my Investigation Team • Turned in all Case Reports at the end of every week well on time. • Completed every assignment handed by the police chief every week • Completed the Porto Beach statistics for the team • Kept the team informed with constant feedback from the police chief • Finalized the PowerPoint • Biggest Challenge: • Communicating to a whole team of Investigators by the Wiki. Not being able to have hands on interaction with my team, and explaining assignments without being able to show the members physically. • Real World Skills: • I had the privilege to work with an excellent group of Investigators. This will be an experience I will remember for the rest of my life. I am wanting to be a leader as a profession, I will be attending the Army ROTC program to become a Officer in the United States military. This assignment really tested my leadership skills, and I took on the challenge. My investigation team tells me how much I helped them throughout this investigation and project. To me, that is the best reward I could have ever asked for. I now more than ever look forward to being a Army Officer and future leader in the United States Military.
