Executive Order No. 3 What does it do? • Establishes the State Contracting Portal as a single place for posting Bid/RFP opportunities • Encourages active recruitment & participation of CT small/minority businesses in state contracting process • Posting Results on the State Contracting Portal August 2007

  3. Why does Connecticut need this? • Promotes open government & transparent • Provides a single source for procurement information – 24/7 • Increases bidder interest August 2007

  4. Which Bids/RFP’s am I required to post? • All sealed and/or advertised Bids/RFP’s. • All documents that are posted on your agency website. • Bids/RFP’s posting required by DAS purchasing delegations (GL-71) August 2007

  5. State Contracting Portal How does it work? • Agencies post bids/RFP’s by commodity • Suppliers notified by Daily Notices • Suppliers link to documents on Internet • Suppliers download and submit bid August 2007

  6. The Advantages • You control the Bid/RFP posting information • Reduces copying/mailing expenses • Fewer calls and FOI requests • New sources and increased competition • Suppliers automatically notified by daily email when a bid/RFP is posted or modified August 2007
