TEMP50_20450 • Monitored Element- Ogalala – Brule 115kV • Contingent Element- Stegall 345/230 kV Xfmr • Reason for Violating: Planned outage of a Line; normal reconfigurations were not an option. TLR needed to control external impacts on the flowgate; low GSFs on SPP market resources contributed to needing to violate the flowgate up to 102% of the effective limit just to start dispatching down the primary Decrement unit. During the violations on 7/30, we ran out of dispatchable room and had to create a post-contingent load shed plan.

Nearby wind had very low offers, so prices did not get low enough to dispatch them down.

Once we released the OOME, they did not follow dispatch or their ramp rate, so they were OOMEdagain.
