Creating a Request from the OATi webOASIS ATC Offerings Using OATi webOASIS to create a TSR from ATC Offerings MW Amount will default to the full Capacity Available for that Increment (in this case the daily amount of firm available is 232MW)
Creating a Request from OATi webSweep ATC Offerings Clicking on the PostingRef brings the user to the Offering for the specified Service, Path & Term. The offering is for the full Capacity Available for that Increment. User access to webSweep is through OATi ETS
Creating a Request from WebSweep ATC Offerings Creating a TSR from the Offering Detail returns to a TSR Entry form with a Blank or Null MW field.
Creating a Request from OATi ATC Offerings • Given the demonstration of the tools, is there sufficient value to warrant asking for a change?
Processing Time of Short Term Firm Requests • Transmission Service Requests that start beyond 9 days from current date or of a duration covering more than one week beyond the 9th day, requires additional analysis • All requests have been processed within the Tariff timing requirements • IE will evaluate ways to further expedite the processing of Short Term Firm
ATC Narratives Posted as OATi webOASIS Outage Postings • Utilizes Outage Posting to post narratives for changes in ATC/TTC as required by FERC • Links the TTC change to a narrative • Working with OATI to develop an alternative solution
Designated Network Resources Revised On System and Off System DNR Forms • FERC Order 890B Requirements • CFR 37.6 (Total Installed Capacity, Electrical Location, and Geographical Location) • Information Required Consistent with OATT 29.2 and 30.3 • More information (next 2 slides provide details) • Ease of Use • Forms Consolidated - On & Off System / One Form • Improved “How to” Guide / Instructions
Designated Network Resources • New or Changed fields • Network Customer (NITSA Holder) • Agent Name (Scheduling on behalf of Network Customer) • Separate sections for Owned Generation and PPA • Section 1 – Owned Generation • Section 2 – Power Purchase Agreement (PPA) • Name of agreement “PPA with Southern Wholesale” • “SOCO” as an identifier is not acceptable
Designated Network Resources • New or Changed fields • Section 5 – Valid Customer • Section 6 – Attestation • Checkbox • Customer agrees to Attestation • Person agreeing to the Attestation is an authorized Company Officer or Agent • Timing for receipt of the DNR Request Form • A DNR request on OASIS will be deemed invalid if a completed DNR request form is not received by 5pm ET the day the request is queued • Business Practice change • Business Practice 6B.i.

Business Practice 3.J Rollover Rights • Duke Energy Carolinasmodified the conditions for granting Rollover Rights • Effective date for change is 4-1-2009 • PTP Reservations with a duration of 5 yrs or more • RENEWAL must be queued 1 yr prior to end of the existing reservation • Network Reservations (NITSA must be for 5 years) • RENEWAL must be queued 1 yr prior to end of the existing reservation • Service Agreements queued prior to 4-1-2009 • Subject to the current 1yr/60day requirement until the first rollover date on or after 4-1-2009, then subject to new requirements
Transmission Service Annulments • Business Practice 3.A.xi • Business Practice became effective 11/12/2008 • Doesn’t change current situation where Annulments are granted • Provides Audit Trail for both the Customer and Provider • Minor Process Requirement Changes • Complete Annulment Form • Phone Call to the Duke TA 651-632-8708 • REMINDER- The Annulment Form • This reservation is NOT scheduled or upon annulment, I will remove references to this reservation from e-Tag allocations • Failure to adhere will result in Unreserved Use penalties. • Business Practice 7B.iv

OATi webOASIS 3.4.08 Upgrade • OATi webOASIS Changes • Assignment of Ownership (NAESB Business Practice WEQ 001-12) • FULL_TRANSFER • Assigns Ownership of the Parent Reservation and encumbrances (Redirects, Resales, etc) to a New Owner • Approval required by Reseller, Assignee and Duke • PART_TRANSFER • Assigns a portion of the Parent Reservation to a new Owner • Encumbrances (Redirects, Resales) may not be Reassigned • Approval required by Reseller, Assignee and Duke • RESALE (NAESB Business Practice WEQ 001-11) • Duke Business Practices do not Change (see DUKE BP 3.A.vii) • OATi webOASIS now permits posting of any price (in $/MWH reserved) • Permits Reseller to Post for Resale in increments e.g.; Daily, Weekly or Monthly • Check for capacity is done when Assignee makes the RESALE Request • Resale reservation has the same scheduling attributes as the Parent • Redirects on a Non-Firm Basis (NAESB Business Practice WEQ 001-10) • Replaces RELEASE request typewith RELINQUISH for Non-firm (Secondary) Redirects
