Environmental Legislationin force • Framework Law for Environmental Protection (is in procedure of revising) • Law for Air Protection (2004) • Law for Water (2004) • Law for Spatial Planning (2004) • Administrative Instruction (Adm.In.) for Environmental Impact Assessment (compliant with EU Directives 85/337/EEC and 97/11/EC) and the relatedAdm.In. regarding the licensing of persons and companies for compiling of EIA reports • Adm.In. establishing the Environmental Protection Inspectorate (is in procedure of revising) • Adm.In. establishing the Kosovo Environmental Protection Agency
Law proposals for which approval still is pending • Nature Protection Law (approved in parliament) • Law for Waste Management and Disposal (approved in parliament) • Law for protection from noise(expected to be approved within this year) • Law about protection from radioactivity(expected to be approved within this year) • Low about IPPC (expected to be approved within this year)
Administrative Instructions proposals for which approval still is pending • Administrative Directive-on regulation and standards for emissions from stationary sources-draft • Administrative Directive-on regulation and standards for emissions from mobile sources-draft • Administrative directive-on environmental permit-draft • Other administrative directives from horizontal and vertical legislations are in procedure of development
Development of policy framework • Environmental Strategy for Kosovo • Kosovo Environmental Action Plan-ongoing-financed by SIDA and implementing by REC Office in Kosovo • Kosovo Spatial plane-ongoing • Energy strategy for Kosovo-is in procedure for approval
Environmental Inspectingin Kosovo The competences for environmental inspections are distributed among different offices and levels • At the central level, inspecting competences are attributed to: • Environmental and Water Inspectorate • Inspectorates for Housing/Construction and for Spatial Planning are also envisaged by the respective laws • At the local level, with more than 30 inspectors, one for each of municipalities (except Prishtina municipality, which has two inspectors)
