Djibouti - Present • Three processing sites: Camp PSO, HOA J1, Disbursing • Separate Chains of Command with Processing OPCON to PSD Bahrain • PSO and HOA J1 currently treated as any other “down-range” site. • Disbursing HOA (J8) is also ADCON for all financial business, to include daily business, cash DDO responsibility, etc…

  13. Disbursing Djibouti (HOA J8) • Process all Navy Camp Travel Claims • Serves as the U.S. “Bank” in Africa under PSD Bahrain Supervision • Executive Agent for SDP, Check Cashing, Currency Exchange, Pay Agents, and Eagle Cash

  14. Disbursing (HOA J8) • A Division of HOA J8. • Fulfills Executive Agent Role to All Services. Like Bahrain - The Only “Bank” in the Region • Currency Exchange • Check Cashing • Pay Agent Service • Eagle Cash • Saving Deposit Program • Commercial Services to NEX, MWR, Deployed Command Support

  15. HOA J1 • Element within HOA J1 that provides Pay and Personnel Support for HOA Personnel only. • Manning office for HOA. • PSs provide general manning support as well as LCPO services. • PSs may be switched between J1, Disbursing and General Duty Assignments

  16. Personnel Support Office (PSO) • Military Pay and Personnel Service to all Camp Lemonnier personnel and “non-deployment” tenant commands. • Executive Agent for all ID Card Processing • Educational Service Office for all Navy Commands

Djibouti - Future • Rolling up the functions of Camp Lemonnier PSO, HOA Personnel and HOA Disbursing into CSD Djibouti • Camp Lemonnier becomes NAF Djibouti on 1 October 2012 • Billets convert from IA to PCS Oct 12 – TBD Baseline Completion • CSD Bahrain formal stand-up 1 October 2013 (dependent upon billets/funding) • Current facilities necessitate maintaining a two building split between Pay and PERS functions.
