Kentucky Emergency Management Services’ Approach • Initiated discussions in March 2002 with KY Association of ADD Directors to seek assistance from the area development districts • Regional approach and strengths would overcome outlined dilemma’s • Multiple Funding Sources • Louisville / Lexington areas as stand-alones NADO Training Conference

  6. Early Stages • Limited Number of ADDs • Utilization of Pre-Disaster Mitigation (PDM) ’02 Funds • Phase in remainder of ADDs as additional PDM funds became available • Negative: Impact on the November 2004 Deadline NADO Training Conference

Kentucky’s Current Approach • Use of Multiple Funds: PDM 2002 PDM 2003 PDM 2003 Competitive Seven (7) HMGP Declarations • Following the initial iteration of five ADDs, match follow-on applications to available funding • Regular coordination between KyEMS, UK, FEMA, KADD Regional Preparedness Comm. & KCADD Office NADO Training Conference

  8. Major Issues for ADDs • Multiple Funding Sources (Federal & local) • Changes in scope of work • Lengthy application development. (Approvals ranged from 12/02 – 7/03) • Shared / Indirect Cost Issue NADO Training Conference

  9. Shared / Indirect Costs • PDM ’02 (5 ADDs) – No Limitations • PDM ’03 (3 ADDs) – Originally 5% limitation – then allowed to conform to PDM ’02 requirements • HMGP (5 ADDs) – 3% Limitation • PDM ’03 Nationwide Competitive (2 ADDs) Similar to PDM ‘02 NADO Training Conference

  10. Status • Five ADDs are in plan development phase, five more to begin • Draft Plans are receiving high marks from KY and FEMA officials • Discussions have been initiated regarding shared cost issue vs. FEMA’s funding approach • Total Cost of $1.5M ($1.1M Fed) NADO Training Conference
