ETF Reenergized Mission - 2013 • Advance the Effort to Develop Performance Based Specification for Emulsion Binders (EAPG) by Special Working Group ( SWG). • Develop AASHTO STDs for all the Emulsion Treatments (listed on next slide) • Materials Specs • Test Methods • Design Practices • Construction Guide Specs • Develop QA protocols and standards for all Emulsion Treatments • Research
Development of EAPG Specification for Emulsions using Superpave Principles • SWG -Chair Mike Voth of FHWA is leading this effort • Research and field studies being used for EAPG spec development. • TxDOT – Chip seals, Darren Hazlett with Dr. Amy Epps • NCHRP project 9-50 – Dr. R. Kim at NC State • Federal Lands Chip Seal research by Dr. Gayle King Note 1. EAPG – Emulsion Asphalt Performance Graded Note 2. This work will supplement the TxDOT SPG spec currently at the AASHTO SOM.
Development of EAPG Specification for Emulsions using Superpave Principles • Draft EAPG specification reviewed by the ETF – Dec. 2018. • Draft EAPG forwarded for review by AASHTO COMP –Dec 2018 • NCHRP Project 9-63 will validate EAPG Spec. Draft ETF spec was part of the proposal. • May 1, 2019, Project signed with AI NOTE: TXDOT has conducted field trials with their SPG spec.

AASHTO JTF-Construction Specification • AASHTO has Commissioned a Joint Task Force (S.O. Maintenance, S.O. Construction, and Comp) to work on the construction guide specifications for all emulsion treatments. Note: Larry Galehouse ( NCPP)– was instrumental in setting this up– working with AASHTO COMP, S.O. Maintenance, and S.O. Construction

ETF – Marketing & Implementation • As a result of production of AASHTO Standards and Guides the efforts of the ETF have turned towards marketing and implementation. A marketing subcommittee has been formed and is working on a plan of action. • The plan will consider the following; • stakeholders • users of the standards and guides (Federal agencies, State Dot’s, Local Agencies and Transportation officials) • Emulsion suppliers and contractors • The message that must be consistent, simple and concise inclusive of all products using emulsion
