  1. Digital Rutland Libby Kingsley – Economic Development &Tourism Manager Rutland (RCC) Paul Bimson – East Midlands Regional Partnership Director (BT) 22 April 2013

  2. Digital Rutland Project Objective • To deliver Superfast (fibre) Broadband to homes and businesses in the County of Rutland enabling higher speeds and more choice to residents of Rutland. Key dates • Procurement completed (March 2012) • Contract awarded (May 2012) • Additional funding of £110,000 approved (June 2012) • State aid and Grant approval received (March 2013) • Implementation underway (March 2013)

  3. Where and When

  4. Excluded areas - and why Digital Rutland is funded with public funding and national grants and the conditions of this funding state that the project must not cover areas where a service already exists or is planned within the next three years. Rutland County Council does not necessarily agree with these decisions, and have repeatedly challenged these decision making processes, but unfortunately our hands are tied. These rules are not specific to Rutland. For instance, Parts of Grantham and Melton Mowbray are within Virgin Media areas, which therefore means that public funding cannot be used in these areas.

  5. What can we do if our area is excluded In terms of what can be done for the areas that are excluded from the Digital Rutland project, we would suggest that they follow these steps. • Contact their respective Internet Service Provider (ISP) to see what can be done commercially. • Register their interest in Superfast (fibre) Broadband with their ISP’s. If sufficient demand can be obtained, then it could potentially be covered commercially. • Speak to various operators to see if there is an opportunity to bring these services to the areas. • Contact the Office of Communications (Ofcom) who have the powers to apply pressure on operators to improve their services.

  6. Benefits of Digital Rutland • Experience the next generation of internet application • Attract and retain new and existing businesses • Greater choice for consumers • Encourage businesses and residents to locate to Rutland • Make our businesses more competitive and hopefully attract more businesses • Widen education opportunities using e technology • Support the growing number of agile workers

  7. Next Steps • Survey and Planning work by Openreach engineers is now underway • Rollout – 2013/14 • Majority of premises (business and residential) within BT’s commercial rollout and Digital Rutland Project area(s) will be able to receive superfast speeds by the end of this year when the rollout is complete – Rutland will be the first…….. superfast digitally connected county!!
