State Mandated Requirements • 5120:8-01(A)(12) Every prisoner must be assigned a bed • 5120:8-02(B)(2) Violent and non-violent offenders must be separated • 5120:18-04(A) Jail must not exceed rated capacity • 5120:1-04(B) Must provide seating accommodations • 5120:1-8-05(E) Provide sufficient reading light and interior lighting • 5120:1-8-05(G)(1) Provide sufficient lighting for security, natural light • 5120:1-8-11(E) Provide area for programming • 5120:1-8-15 Provide area for segregating inmates • 5120:1-8-11(A) Provide indoor and outdoor recreation • 5120:1-10-03(A)(5) Establish communication between staff posts, • control, and prisoner occupied areas.

  4. Current Conditions • Reduced Criminal Sentences • Delayed Entry into Jail • Judges Use Alternative Sanctions other than Jail • Limited Counseling Programs • Limited Work Release • Waiting List • Delayed Serving of Warrants “Overcrowding and Lack of Space”

  5. Rated Capacity of Existing Jail: 17 • Today’s Average Prisoner Population: 65.15

Factors Contributing toJail Overcrowding • Senate Bill 2 / Truth in Sentencing. • Sex Offender Laws Are Being Introduced with Mandatory Jail Time. • Theft Laws Are Being Introduced with Mandatory Jail Time. • Female Crime Rate Is Rising. • DUI and Felony Cases Are Rising. • The Public Is Demanding that Criminals Be Locked Up.

  9. The County’s Options • Find and Lease Space in other Jails = $$$ • (other jails must detain their prisoners first) • Continue to Defer Waiting List and Delay Warrant Service • Prolong County’s Liability • OR • Build a New Facility for Punishment / Deterrence • AND • Foster Rehabilitation

What Shall We Do? • The Decision to Build a Public Safety Facility Is up to the Tax Payers. • The Public Safety Facility Construction Cost Is Estimated to be $16 Million. • Each Year We Delay Construction, the Price Goes up 2.5 to 4%. • Liability Surrounding Our Current Conditions, Code Violations, and State Mandates Make New Construction Inevitable. • We Cannot Rely on Other Counties to Hold Our Prisoners. • The Cost to Hold Our Prisoners in Other Counties Will Exceed New Construction Costs. • Coshocton County’s Criminals Are a LOCAL Problem.
