Benefits of a Not-for-ProfitIntermediary • Not a Government agency • Procurement rules are more commercial like • No “sunshine” provisions • Can use balance sheet financing • Can use value of assets for borrowing • Borrowing does not affect bond rating of Gov’t agencies • Can act as intermediary between Gov’t and private sector • Gov’t has one (1) agreement, i.e., intermediary has multiple agreements • Can receive and leverage private sector gifts to support economic development projects
