  2. NNSA Requirements • Maintain 2003 Baseline records • Track changes in (Deferred Maintenance) DM estimate • Project Module Requirements • Mission Essential (ME) Designation • Replacement In Kind (RIK) • Archive demolished facilities

Maintain 2003 Baseline • Facilities and Infrastructure Recapitalization Program (FIRP) requires 2003 DM $ associated with project • Recent directive requires both 2003 and 2004 $ for each project • No mechanism in CAIS to document 2003 $ • Sites are forced to maintain two or three separate database files • Ten Year Comprehensive Site Plan requires tracking of reduction and new growth • TYCSP requires multiple reporting of ME, NME estimate, reduction and new growth based on 2003 $ • No mechanism in CAIS to document or track changes

Track Changes in DM Estimate • NNSA Corporate Goal to ‘Stabilize’ DM • Must be based on 2003 baseline • Track growth and reduction • NNSA Corporate Goal to Reduce ME to 2-5% FCI; NME >10% FCI • No fields to document funding source of correction • Tracking must be by Fiscal year • Site manipulations to ‘fit’ CAIS • Utilize ‘Cpltd Cst’ field • Modify ‘Site Defined fields’ for capturing funding source, identifying Fiscal year, D&D activity, etc.

  5. Project Module Requirements • FIRP Projects • Must be defined through 2010 • All CAIS deficiencies tied to project • Modification to IU after ‘projectizing’ • CAIS is ‘frozen’ • How do cost increases effect projects?

  6. Mission Essential Designation • Real Property Asset Management, DOE O.430.1B (RPAM) requirement • No designation in CAIS at IU level • Sites manipulate ‘suffix’ to note or utilize a site defined field • Reporting Capability • TYCSP requires multiple reports based on ME/NME

  7. Replacement In Kind • Retain CAIS data, but not DM • Utilize SC’s Rehab & Improvement Cost (RIC) field • Modify RIC type list • Reporting Capability • RIC report is by building • RIK reporting will be project based – excluded from CAIS project capability

  8. Archive Demolished Facilities • FIMS ‘Banking’ memo • TYCSP reporting for infrastructure reduction • Tables require DM associated with demolitions • Reporting for excess (ES&H)

Requests for changes to CAIS • Provide new field to document 2003 baseline • Provide new field to designate funding source • Provide new reports based on 2003 estimate vs. current estimate • Provide ME designator (checkbox?) • Provide new reports based on ME/TYCSP requirements • Provide capability to modify aspects of project (notes, status, etc.)

  10. Requests for changes to CAIS(cont.) • Provide capability to include RIK items in projects • Provide ‘archive’ feature with reporting capability
