Assessment Mandates: • Code of Virginia § 51.5-33 - “… submit ... an assessment of the needs of persons with disabilities in the Commonwealth” • DD Act (PL 106-402) requires a comprehensive assessment of the state’s disability service system as the basis of its Five Year State Plan and for annual updates
Purposes of Assessment: • Resource guide to help individuals with disabilities & their families find services • Reference tool for disability advocacy efforts & grant submissions by stakeholders • Source of trend data and information on the needs of individuals with disabilities for policymakers, legislators, elected officials
Development Process • Public Input – Comment Forums & other feedback • Research – secondary & primary sources • State agencies – reports, data and insights
Public Comment Forums – Purposes: • Capture thoughts and concerns about the scope & quality of current disability services • Get feedback on +/-’s on previous edition of Assessment • Identify changes or opportunities for improvement of content & format
Public Comment Forums • Held April – May 2007 • 6 locations statewide • 2 sessions at each site: 1-3 & 4-6 pm • Total of 69 attendees
Public Input • Publicity – “invitation lists” (listserve, disability groups, providers, prof. orgs) • e-announcements, website postings, targeted “invitations” • Announcements - workgroups, meetings • Local announcements (media, newspapers)
Forum Documentation • Sign-in sheets • Feedback sheets for additional thoughts • Staff took extensive notes on comments • Room count made of attendees
Forum Documentation – POST-event • Staff writes narrative of comments at each event: 2 versions • Comments by location • Comments by chapter topic • Attendance tally (number & % of total) by location and session
Public Comment Solicited • Period of Mar. 1 through June 15, 2007 • E-mails, letters, fax • Phone calls to staff • Extensive Marketing
