Context • DWAF commitments to 5 year LGStrategic Agenda confirmed with dplg • DWAF 5 year Local Government Water Sector Support Plan signed off by DG • Municipal Support Plan accepted as basis for LG support, must address targets & Ministerial priorities • Analysis of 5 year PWSPs completed to strengthen RO/HO LG support approaches and ensure work plan alignment [single reporting framework] • Regional Support Management function, utilising OSS to be completed in 2007/08

DWAF commitments to 5-LGSA • Mainstreaming hands-on support to Local Government - Implementation of the Sector Support Strategy - Development of a National and Provincial Water Sector Plans - Development of Municipal Support Plans - Quarterly reporting on support provided to local government - Design innovative mechanisms to meet national targets - Deployment of expertise to support service delivery - Fast-tracking of the Bucket Eradication Programme - Provide the necessary support for the provision of FBW - Support to improve the quality of WSDPs and their alignment to the IDP and PGDSs • Addressing the structure and governance arrangements of the State in order to better strengthen, support and monitor Local Government - Reviewing the structure of the Regional Offices - One Stop Shop concept • Refining, strengthening and giving greater attention to the enforcement measures of the policy, regulations and fiscal environment for local Government - Strengthening DWAF’s role as a regulator - Continuing with the WSA Checklist process to gauge the level of legislative compliance

DWAF’s 5 year LG Water Sector Support Plan • Gives effect to the National Joint Sector Support Strategy • Confirms 10 Support Focus Areas: • Co-ordination • Regional Support Managers • WSA support • WSP support • Cllr development • Leadership and management training • HRD 2025 vision • Sector-wide approach • Peer Networks • Knowledge management

Effecting support through Municipal Support Plans • Municipal Support Plans: required in terms of 5 year Local Government Strategic Agenda • Form the basis of regional municipal support programmes • Build on existing WSA support arrangements • Development of plans led by municipal needs • Highly responsive, living plans – subject to constant change, as municipal support requirements decrease/increase
