New responsibilities of DNA • With the framework for establishing SBL DNAs have obtain new responsibilities in regard to defining the baseline of CDM projects. • Level of environmental integrity: DNAs decide whether an existing SBL must be used for a specific project. • Level of stringency: EB 66 adopted the Guidelines for QA/QC of data for SBL : • DNA should develop a QA/QC system • Need for personal capacity, technical expertise and financial resources • Need for professional and personal continuity • Some host countries won’t be able to fulfill these requirements. • Determination of standardized Baselines
Distribution of CDM projects • EB has done substantial work to improve the regional distribution. • But: The framework for establishing SBLs won’t address the needs of LDC and SIDS. • More promising for facilitating regional distribution of the CDM is the ongoing work of the EB on: • Revising methodologies on a standardized approach, including define grid emission factor for some African countries, • Developing top-down methodologies, • Revising mircoscaleadditionality guidelines and extension of simplified modalities for additionality demonstration, • Improving the guidelines on suppressed demand • Implementing PoA standards and procedure. • Regional an subregional distribution of CDM projects
Capacity Building • Shills enhancement and training should be provided to the DNA with a focus on: • Submission of mircoscale renewable energy technologies that are automatically additional • Implementation of the guidelines on suppressed demand • Implementation of PoA Standard including the extension of the training on technical matters to potential CME. • Adaption of the SBL-trainings in regard to the regional needs. • Priorities for Capacity Building
Remaining question • The current poor demand for CERs on the carbon market don’t advocate regional distribution of the CDM. • Countries how create good investment conditions for CDM and can score relatively high in good governance will succeed in attracting investors. • DNA should: • support the project development • take an active role in regard to SBL and microscaleaddotionality • provide transparent approval procedure • Good opportunity: The “2012 DNA Communicator of the Year Showcase” competition – “How to promote PoA” • Who will have a chance of success under the CDM after 2012?
