Legislative Framework and Technical Guidance of the Use of PFOS Before the Amendment (Substantial ban of PBTs) Substantial ban of all PBT chemical such as PCBs (Class Ⅰ Specified Chemical Substances) After the Amendment (Controlled Use ) Use of Class Ⅰ Special Chemical Substances are permitted when “essential uses” are identified. • ○Condition of “essential uses” are: • - Substation is difficult • The substance does not impose adverse effects to human health and the environment • - International recognition as “essential uses” • ○Essential Uses of PFOS: • Etching Agents for Semiconductors, Semiconductor Resists, and Photo Films for Industrial Purposes Control Measures of Class Ⅰ Specified Chemical Substances To minimize release of PFOS to the environment, users of PFOS have to comply with: ・The technical guidance for Class Ⅰ Specified Chemical Substances and products containing such substances (Storing PFOS, Installation of equipment, Records of the amount of PFOS, Measures to respond accidental leakage and so on) ・Labeling and other identification (Essence of the technical guidance will be labeled)
