M1 Project (West Gate Freeway Section) Background video
Background • The $1.39 billion ‘Monash-Citylink-West Gate’ M1 upgrade is the largest statefunded road project in Victoria’s history. Stretching 75km from Werribee to Narre Warren, it delivers a safe and efficient fourlane freeway that is Melbourne’s transport spine. • The project was split into four main pieces, and the 6.2km West Gate Freeway section through the CBD is relatively short in length. Yet it more than makes up for it in complexity, and an alliance of five groups delivered the project.
Background (cont.) • To call this a brownfield site is a major understatement – the working parameters are tight and the existing roadways carry more than 160,000 vehicles every day. • New bridges, ramps, pillars and pavement contribute to a smoother and smarter traffic flow for the many motorists using this vital link. • Special legislation was created for the project. Schedule 5A was added to the Road Management Act 2004 that included: • Limits of the project • Acquisition of land • Surrender and Divesting of land

Scope the remaining items • Complete land status and ownership search was completed. Interesting items: • Stratum titles owned by Roads Corporation • Discontinuations vested in Roads Corporation (titles still exist) • Discontinuations completed under Project Development and Construction Management Act 1994 • Temporary Railway purposes reserves where a Crown Lease has been issued • A title for 1m2 • Cancelled titles that should still exist • Multiple interests in land (and stratum) • Etc
Scope the remaining items (cont) • Summary of actions was created. For example: • Show existing West Gate Freeway declaration • Show the extent of the existing Crown Leases • Field survey to confirm the new structures were located within the acquisition and proposed freeway declaration boundaries • Plans of Subdivision • Plans for Creation of Easement • Defining the surplus land that is no longer required for future road projects • Amending Crown leases to remove the acquired land • Show extent of temporary reserves to be revoked
