The Paradigm • What is the vision for an ICT enabled LAS to support sustainable development? • Is a common understanding possible? • Is this “land management” or “land information management”?
Key Drivers • Rank in importance the key drivers • Is tax (in all its forms) a driver?
Key Components and Tools • Authentic registers? • The IT architecture to deliver the vision? • The spatial dimension- SDI? • Infrastructure to support trading in complex commodities?
Future Challengers, Issues & Improvements • Achieving a national system in a federated country • Achieving spatially enabled government • Should the land registry system contribute to SD? How? • Relationship between the land registry and spatial cadastre • Can international comparative monitoring be established? • Administration of restrictions and responsibilities • Is the land parcel still central to LA? • The role of buildings in land administration
Key Observations (1) • How do we achieve spatial enablement of government? • We need a new language to communicate to end users/ simple messages required • We’re all trying to achieve the same thing • Victoria’s sustainability focus message sells LA • What is Land Management? Concise definition please… • Buildings on cadastre: business cases? products? maintenance? • Indicators/science not included in the model NOR are reporting and evaluation mechanisms • ICT convergence unlocks value in existing systems and this is underplayed in the model • Revise the model to reflect service provision in 2 ways: • Sustainable decision making by government • Services to citizens
Key Observations (2) • Unbundling does not lead to coordinated decision making and management of land • Evidence based policies are required- LAS can assist this
The Paradigm • Change the paradigm to focus on user interests: • Sustainable Decision making BY GOVERNMENT • Service provision for CITIZENS • Focus on delivering good governance • Engaging citizens • Assume land administration functions are spatially enabled • We need to feed in monitoring and evaluation systems • Model must remain visually simple • ‘Land Administration’ is boring- What about Land Sustainability?

Future Challenges, Issues & Improvements (1) • Controlling the air conditioning system • Engaging with the intended audience (citizens, politicians and NGOs) • Consideration of the social dimension- equity in access, baby boomers have taken all the land • Globalisation and business competition • Professional culture clash • Overcoming silo approach • Land parcel is still central- coordinated/spatially referenced • Maintenance costs • International collaboration/monitoring/standardisation- The Grand Network of Excellencies and Generals • Capacity Building of society • 3D and 4D Cadastre
