  2. The College of Early Childhood Educators of Ontario What is it? • It is not a training institution • It is not a professional association • It is not a union • It is not an advocacy group • It is not a government ministry

The College of Early Childhood Educators of Ontario is … a professional regulatory body • April 22, 2007 Passed in legislation as part of Bill 187, Budget Measures and Interim Appropriation Act, 2007. • May 17, 2007 Received Royal Assent • June 8, 2007 Key sections of the act proclaimed by the Lt Governor in Council • Aug 13, 2007 Transitional Council appointed

Professional Regulatory Body Professional regulatory bodies in Ontario share the following characteristics: (Ontario Regulators for Access http://www.regulators4access.ca/) • The authority of the regulatory body comes from an Ontario statute • Professionals need the authority of the regulatory body to practise their profession in Ontario, to use a professional designation, or both.

  6. Scope of Practice “ No person shall engage in the practice of early childhood education or hold himself or herself out as able to do so unless the person holds a certificate of registration issued under this Act”

  7. Definition of Practice “The practice of early childhood education is the planning and delivery of inclusive play-based learning and care programs for children in order to promote the well-being and holistic development of children, and includes:

Definition of Practice (cont’d) • The delivery of programs to pre-school children and school aged children, including children with special needs; • The assessment of the programs and of the progress of children in the programs; • Communication with the parents or persons with legal custody of the children in the programs in order to improve the development of the children; and • Such other services or activities as may be prescribed by the regulations.”

Title of the Profession No person except a member of the College shall use the following English/French titles or an abbreviation of any of these titles to describe themselves or their profession: • Early Childhood Educator • Registered Early Childhood Educator • Éducatrice de la petite enfance • Éducateur de la petite enfance • Éducatrice de la petite enfance inscrit • Éducateur de la petite enfance inscrit

  10. Duty of the College The College has one primary duty: To protect public interest

Objects of the College To accomplish this duty, the College has the following objects: • “To regulate the practice of early childhood education and to govern its members” • “To develop, establish and maintain qualifications for membership in the College” • “To provide for the ongoing education of members of the College” • “To issue certificates of registration to members of the College and to renew, amend, suspend, cancel, revoke and reinstate those certificates.”

Objects of the College (cont’d) • “To establish anappeal mechanism for registration decisions” • “To establish and enforce professional standards and ethical standards that are applicable to members of the College and that demonstrate a respect for diversity and a sensitivity to the multicultural character of the Province” • “To receive and investigate complaints against members of the College and to deal with issues of discipline, professional misconduct, incompetency and incapacity.” • “To promise high standards and quality assurance with respect to early childhood educators and to communicate with the public on behalf of the members”

  14. Transitional Period August, 2007 – February 2009 The Minister of Children and Youth Services appointed 9 members to the Transitional Council using the procedures established by the Public Appointments Secretariat (www.pas.gov.on.ca)

Transitional Council “The Council is responsible for: • Implementing a registration process for the transitional period including hiring a transitional registrar • Implementing a process to develop Standards of Practice and a Code of Ethics for ECEs • Consulting with First Nations practitioners and communities and develop a framework for the participation of First Nations ECEs in the profession and the College • Drafting regulations and by-laws necessary for the elected and appointed council to undertake its responsibilities • Conducting elections of Council members prior to the end of the transitional period.” (Maggie Allan, Director, Early Learning and Child Development Branch, excerpt from letter to AECEO dated Oct. 24, 2007)

  16. Election of First Council “Before the end of the transitional period, the transitional Council shall hold an election of the first elected Council members for the purposes of constituting a Council”

Voting Qualifications “Every member of the College who is in good standing is entitled to vote at an election of members of the Council” Every person who holds a certificate of registration is a member of the College. A member in good standing is defined as: • Not in default of payment of membership fee. • Member’s certificate of registration is not suspended.

  18. Elected Council of the College “The College shall have a Council that shall be its governing body and board of directors and that shall manage and administer its affairs.”

Composition of Council • 14 early childhood educators who are members of the College and who are elected by the members of the College in accordance with the by-laws to represent such geographic areas of the Province • 10 persons who are not members of the College and who are appointed by the Lieutenant Governor in Council to represent such sectors of Ontario society

  20. Committees of the Council •     Executive Committee. •     Registration Appeals Committee. •     Complaints Committee. •     Discipline Committee. •     Fitness to Practice Committee.

MCYS Supports and Strategies • ECE Training Grants www.ecegrants.on.ca • Education/Travel/Training Allowance grants towards gaining a recognized ECE diploma/letter of Equivalency, Time limited, retroactive to Fall 2007 academic year, must have been employed in licensed setting 12 continuous months prior to enrollment. • Equivalency Service Contract Agreements with AECEO/AFESEO • Possible subsidy for initial registration to the College of ECE (Minister Chambers, July 2007 press conference)

  22. The AECEO’s Role • The AECEO has acted as the “voluntary” College of ECEs since 1950. Promoting training standards, standards of practice, Code of Ethics, certification, equivalency, ongoing professional development. • The AECEO took a lead role in lobbying for the College of ECE. What does the creation of this legislated College mean to the AECEO?

  24. The AECEO is…. and will continue to bethe professional association for Early Childhood Educators in Ontario. Just as the primary goal of the College is to protect the public interest, the Association’s primary goal will be to protect the interests of the ECE profession. A complementary relationship between these two organizations will ensure a healthy and strong profession.

Equivalency • ACCESS Bridging Program for Internationally Trained ECEs (www.aeceo.ca) • Letter of Equivalency and Recognition of Equivalency Certificates • Equivalency Initiative Project (AECEO and AFESEO service contract agreement with MCYS to deliver ECE Equivalency) • AECEO Program Accreditation (launched 2004) AECEO is a member of : Association of Accrediting Agencies in Canada (AAAC) www.aaac.ca Ministry of Children and Youth Services (MCYS) ECE Equivalency Advisory Committee (Note: The AECEO has been issuing ECE equivalency certificates recognized by MCYS for the province of Ontario since the 1960’s (AFESEO since 1990’s). In the future Equivalency and Accreditation will be the responsibility and role of the College of ECEs)

Professional Development • Thunder Bay Conference Committee Sept 27-29, 2007 (AECEO Thunder Bay, OEYC/Children First, District of Thunder Bay Childrens Services) • The Niagara Conference Committee May 9-10, 2008 (Niagara College, ECCDC, AECEO Niagara) • 5 Regional Conferences 2008 (Toronto, Grey Bruce, Huronia, Northumberland/ONS, Sarnia) • Branch Workshops and conferences • AECEO Certification

AECEO Certification Certification through the AECEO continues to be seen as an alternative form of professional development for ECE practitioners, administrators and faculty that is accessible and flexible. An exercise in self-reflection, portfolio creation and peer networking and mentoring. Currently there are over a 1000 certified AECEO members and over 150 professional members undergoing certification. Two intake sessions a year (March and Sept)
