  4. R.A. No. 8750 ( The Seat Belt Use Act of 1999) Objectives 1.To secure and safeguard the passengers and drivers of private and public motor vehicles from the ruinous and extremely injurious effects of vehicular accidents.

To pursue a more proactive and preventive approach in order to secure the safety of the passengers and drivers at all times with the mandatory enforcement of the use of seatbelt devices by the drivers and front seat passengers of private and public motor vehicles.

No. 8750 ( The Seat Belt Use Act of 1999) Salient Features • Driver and front seat passenger of public or private motor vehicle required to wear seat belt while inside a vehicle of running engine on any road. • Driver of “for hire” motor vehicle shall immediately inform and require front seat passengers upon boarding to wear seat belt. • Owners of in-use motor vehicles not equipped with seat belt are given one (1) year to retrofit vehicles with required seat belt.

No. 8750 ( The Seat Belt Use Act of 1999) Salient Features • Infants and/or children ages six (6) years and below prohibited to seat in front of any running motor vehicle. • Use of special car seats or child restraint system for infants / children less than six years optional. • Only passenger seats facing forward are required to have seat belts.

No. 8750 ( The Seat Belt Use Act of 1999) Salient Features • Manufactures, assemblers, body builders and dealers/distributors of motor vehicles shall ensure appropriate and operational seats belts and seat belt anchorage are properly installed. • Installation of required seat belt for in-use motor vehicles is responsibility of owner.

No. 8750 ( The Seat Belt Use Act of 1999) Project Organization Department of Trade and Industry – Bureau of Product Standards • Shall establish standards and specifications of the type of seatbelt devices required to be installed in all motor vehicles (PNS – Philippine National Standard 1891/92/93). • Shall grant the license to use the Product Standard (PS) safety certification mark and the Import Commodity Clearance (ICC).
