PREAMBLE • THE GOVERNMENT SHOULD RECOGNISE CO-OPERATIVES AS A CATALYST ALONGSIDE THE PUBLIC AND PRIVATE SECTORS IN THE NATIONAL ECONOMIC DEVELOPMENT
COOP POLICY • OBJECTIVE: • TO PROVIDE GUIDELINES FOR GOVERNMENT DEPARTMENTS AND AGENCIES IN UNDERTAKING PROGRAMS AND ACTIVITIES THAT WOULD ENHANCE THE DEVELOPMENT OF CO-OPERATIVES IN THE COUNTRY
EXPECTATION 1 • GOVERNMENT SHOULD RECOGNISE CO-OPERATIVES AS DISTINCT ECONOMIC CHARACTER AND INTEGRATE CO-OPERATIVES IN THE OVERALL NATIONAL DEVELOPMENT PLAN
EXPECTATION 2 • GOVERNMENT SHOULD HOLD THE PRESERVATION OF DISTINCT IDENTITY OF CO-OPERATIVES, ITS VALUES AND PRINCIPLES BY PROVIDING AN APPROPRIATE ENVIRONMENT AND BY TAKING THE REQUIRED ADMINISTRATIVE AND LEGISLATIVE MEASURES
EXPECTATION 3 • GOVERNMENT SHOULD ENCOURAGE THE DEVELOPMENT OF THE COOPERATIVES AS AUTONOMOUS AND SELF-MANAGED ENTRERPRISES, PARTICULARTLY IN AREAS WHERE CO-OPERATIVES HAVE AN IMPORTANT ROLE TO PLAY OR PROVIDE SERVICES THAT ARE NOT OTHERWISE PROVIDED
EXPECTATION 4 • CO-OPERATIVE POLICY MUST BE BASED ON THE ICIS OF ICA AND 193 RECOMMENDATION OF ILO
EXPECTATION 5 • CO-OPERATIVE POLICY MUST STATE SUPPORT SYSTEM FOR THE CO-OPERATIVES IN THE MANNER THAT IT DOES NOT AFFECT THEIR POSITION IN POST WTO ERA • EXAMPLE: • SUPPORT THE CAPACITY BUILDING AND HRD PROGRAMS FOR THE COOPERATIVES SHOULD BE SPELLED OUT
EXPECTATION 6 • CO-OPERATIVE POLICY MUST STATE THE ROLE OF GOVERNMENT AS THAT OF A FACILITATOR AND REGULATOR , NOT THAT OF A CONTROLLER
EXPECTATION 7 • GOVERNMENT MUST MADE THE CO-OPERATIVE INTEGRAL PART OF THE CONSTITUTION
EXPECTATION 8 • GOVERNMENT SHOULD RECOGNISED THE IMPORTANCE OF SOCIAL RESPONSIBILITY ROLE OF THE CO-OPERATIVES
EXPECTATION 9 • CO-OPERATIVE DEVELOPMENT POLICY SHOULD ADDRESS FOLLOWING ISSUES: 1 RELATION BETWEEN CO-OPERATIVE AND OTHER TYPE OF DEMOCRATICALLY CONTROLLED AND MANAGED DEVELOPMENTAL INSTITUTIONS
2 OBJECTIVE OF THE POLICY WITH REGARD TO SPECIFIC TARGET GROUPS, WOMEN, YOUTHS, REFUGEES AND VULNERABLE COMMUNITIES 3 GOVERNMENT SHOULD RECOGNISED THE IMPORTANT ROLE OF THE CO-OPERATIVE APEX BODY AND INVOLVED THEM IN THE FORMULATION AND IMPLEMENTATION OF DEVELOPMENT PLANS
4 STRENGHTHENING AND ENSURING GOOD CO-OPERATIVE GOVERNANCE, EFFICIENT ADMINISTRATIVE AND FINANCIAL MANAGEMENT
