INTRODUCTION AND CONTEXT • The recruitment of Foreign Educators is part of a strategy to address the shortage of mathematics, science and technology educators. • It also forms part of the broader recruitment strategy. • The initial focus was to recruit 1000 educators for under served or rural areas. • The strategy would therefore attempt address the identified needs in our schools. Currently there are 1443 foreign educators teaching in RSA Public Schools who have been recruited directly by schools. RECRUITMENT OF FOREIGN EDUCATORS IN THE REPUBLIC OF SOUTH AFRICA

PROBLEM STATEMENT The shortage of educators is a global challenge Challenges specific to South Africa • un/under qualified educators • shortage of mathematics and science educators • general lack of interest in teaching as a profession Measures to address these challenges • Implementation of the Occupational Specific Dispensation (OSD) for educators • Improving conditions of service for educators • Career-pathing for educators • Recruitment of Foreign Educators • Fundza Lushaka bursary scheme • Incentives • Teacher development and upgrading • CPTD system RECRUITMENT OF FOREIGN EDUCATORS IN THE REPUBLIC OF SOUTH AFRICA

CRITERIA FOR PLACEMENT OF FOREIGN EDUCATORS • Rural and remote areas • Evaluate Poverty level of the school (Quintiles 1-3) • School without qualified mathematics and science educators • School with perpetual poor performance • Provisioned additional to the establishment • Allocation to district or circuit offices to support more schools RECRUITMENT OF FOREIGN EDUCATORS IN THE REPUBLIC OF SOUTH AFRICA

POTENTIAL RECRUITMENT SOURCES • Department of Education recently Appointed a Recruitment • Agency to manage the recruitment process. • Intention is to recruit 2000 educators over the next 2 years. • Home Affairs made provisions for 4000 quota permits. • Possible Recruitment Sources – Africa, Asia, UK, Australia • and USA. • Preference for employment would be given to RSA educators • Recruitment of Foreign Educators – short term measure • Contract is running over 3 years RECRUITMENT OF FOREIGN EDUCATORS IN THE REPUBLIC OF SOUTH AFRICA

IMPLEMENTATION – WHEN? • Possible 1st intake of foreign educators – October 2008. • Special focus is on Limpopo, Kwa- Zulu Natal and Eastern Cape. • Advocacy programme amongst communities and stakeholders to ensure buy-in of recruitment of foreign educators June – August 2008.
