Overview Challenge: is it possible to assess whether NPs field work leads to decreased violence, increased safety and security and increase capacity for civilians to manage conflict within their communities? Purpose and intention Understand the science behind the work and apply appropriate science to assess it To demonstrate positive outcomes and improve effectiveness through organizational learning Process Results Challenges and lessons learned

NP South Sudan Impact Assessment • Quantitative assessment appears feasible • methodology produced valid responses, but challenges increased in rural areas • In communities where NP is present respondents positively endorsed that they were feeling safer, more secure and had increase capacity to manage conflicts.

NP Philippines Impact Assessment: Overall responses patterns • Respondents from NP communities reported that positive changes had occurred over the past few years (Change Score) • Respondents in NP communities had a favorable view of NP and its work (NP Specific Score) • Respondents in NP communities knew about the IMT and the peace process (IMT Specific Score)

  18. Next Steps • Collect violence levels at Barangay level • Produce a full report for publication • Pilot other ways to collect community-level data in contexts like South Sudan • Scale-up within NP to continue this work and make outcome assessment an integral part of NP’s work

NP Philippines Impact Assessment: Summary • This work is unique and groundbreaking • Quantitative assessment is feasible • methodology produced reliable and valid responses • In communities where NP is present: • Capacity to manage conflicts is increasing • Perceptions of safety and security are improving • Residents know about and trust NP

Talking points • NP understands the importance of evaluating its work and is increasingly committing the resources necessary to assess impact. • A preliminary assessment of NP’s work in the Philippines showed clear impact on safety, security and capacity to manage conflict in communities where NP is present • NP is committed to ongoing professionalization of it’s work, internal learning and moving the field forward in terms of understanding the impact of unarmed civilian protection.
