  2. TransboundaryConservation Specialist Group • IUCN is the world’s largest and oldest conservation union • 6 Commissions – 11,000+ members • WCPA: “To promote an effectively managed, representative system of marine and terrestrial protected areas as an integral part of IUCN mission.” • IUCN WCPA Transboundary Conservation Specialist Group (1997) IUCN WCPA Transboundary Conservation Specialist Group: www.tbpa.net

  3. The Mission “To promote and encourage transboundary conservation for the conservation of nature with associated ecosystem services and cultural values while promoting peace and co-operation among nations, through enhancing knowledge and capacityfor effective planning and management of transboundary conservation areas, in fulfilment of the Durban Action Plan and CBD Programme of Work on Protected Areas.” IUCN WCPA Transboundary Conservation Specialist Group: www.tbpa.net

  4. IUCN WCPA Transboundary Conservation Specialist Group (1997) • Promote awareness of the value of TBC • Promote effective governance structures to support management of TB areas • Encourage and advise in the establishment of new TB areas • Developguidelines and standards • Coordinate a Global Transboundary Conservation Learning Network • Strengthen information exchange and dissemination IUCN WCPA Transboundary Conservation Specialist Group: www.tbpa.net

  6. 1. Transboundary protected areas “A transboundary protected area is an area of land and/or sea that straddles one or more borders between states, sub-national units such as provinces and regions, autonomous areas and/or areas beyond the limit of national sovereignty or jurisdiction, whose constituent parts are especially dedicated to the protection and maintenance of biological diversity, and of natural and associated cultural resources, and managed co-operatively through legal or other effective means.” IUCN WCPA Transboundary Conservation Specialist Group: www.tbpa.net

  7. 2. Parks for Peace “Parks for Peace are transboundary protected areas that are formally dedicated tothe protection and maintenance of biological diversity, and of natural and associated cultural resources, and to the promotion of peace and cooperation.” IUCN WCPA Transboundary Conservation Specialist Group: www.tbpa.net

  8. 3. Transboundary conservation and development area “Transboundary conservation and development areas are areas of land and/or sea that straddle one or more borders between states, sub-national units such as provinces and regions, autonomous areas and/or areas beyond the limit of national sovereignty or jurisdiction, whose constituent parts form a matrix that contributes to the protection and maintenance of biological diversity, and of natural and associated cultural resources, as well as the promotion of social and economic development, and which are managed co-operatively through legal or other effective means.” Bwindi Impenetrable National Park Uganda Democratic Republic of Congo Mgahinga Gorilla National Park Virunga National Park Volcanoes National Park Rwanda IUCN WCPA Transboundary Conservation Specialist Group: www.tbpa.net

  9. 4. Transboundary migratory corridors “Transboundary migratory corridors are areas of land and/or sea in two or morecountries, which are not necessarily contiguous, but are required to sustain abiological migratory pathway, and where co-operative management has been secured through legal or other effective means.” IUCN WCPA Transboundary Conservation Specialist Group: www.tbpa.net

  10. Two more types • ATransboundary World Heritage Site is where protected areas on either side of an international boundary fall collectively into the designation of the area as a World Heritage Site. These initiatives are likely to be a small sub-set of TBPAs. b) A Transboundary Biosphere Reserve is where areas on either side of an international boundary fall within a Biosphere Reserve. TBCAs conform most closely to the concept of a Biosphere Reserve, provided they meet UNESCO’s designation criteria. c IUCN WCPA Transboundary Conservation Specialist Group: www.tbpa.net

  11. Dinaric Arc Initiative (DAI) A unique world of nature and people where Eastern Europe meets the Mediterranean WWF, UNESCO-BRESCE, IUCN, UNDP, UNEP, the Council of Europe, FAO, EuroNatur, SNV, REC, ECNC, and CIC working for the long-term conservation and sustainable development of the Dinaric Arc. Big Win for DA at the COP9, Bonn 2008 DAI Eco-region gap analysis (charismatic mammals) Toward a regional TBC platform IUCN WCPA Transboundary Conservation Specialist Group: www.tbpa.net

  12. Case Study: El Castillo-San Juan-La Selva Bi-nationalBiologicalCorridor • The MesoamericanBiologicalCorridor (1997). This regional initiative provided enabling conditions. • The Costa RicanProgrammeforBiologicalCorridor. Incentives stakeholders to become a dynamic part of landscape management. • The Local Council of the San Juan-La Selva BiologicalCorridor. Developing a model of conservation connectivity governance. • The Great Green Macaw. Small steps to raise awareness at the bi-national level, using a flagship species, from the bottom up.
