BROAD GOAL (TRANSPORT) • To reduce transport time and costs • Enhance Africa’s competitiveness • Strengthen regional integration • • Objective for roads • Accelerate development of road infrastructure • Strengthen maintenance capacity with emphasis on regional transport corridors

NEW PARTNERSHIP FOR AFRICA’S DEVELOPMENT • CHALLENGES IN THE ROAD SECTOR • NEW ROADS AND EXISTING ROADS MUST BE MAINTAINED • PLANNING AND PRIORITISATION OF REGIONAL ROAD LINKS • MAKE AFRICAN ROADS SAFER • DEVELOPMENT OF EFFICIENT AND QUALITY CONSCIOUS ENGINEERING AND CONTRACTING PROFESSIONS • Road construction costs are 20-30% higher than in Asia and Latin America • Poor procurement, contract administration, open to corruption • Reliance on local firms for medium sized projects

NEW PARTNERSHIP FOR AFRICA’S DEVELOPMENT PROGRESS TO DATE IN ADDRESSING THE CHALLENGES ROAD MAINTENANCE Road management put on a fee for service basis Strengthening accountability of road agencies Channelling road user charges into road fund RMI in place since 1988 Road Sector Development Program (RSDP) in 15 countries Deterioration in some countries halted NEPAD supports the drive to put road networks on a sustainable footing and to gradually upgrade them

NEW PARTNERSHIP FOR AFRICA’S DEVELOPMENT • PROGRESS TO DATE IN ADDRESSING THE CHALLENGES • ROAD SAFETY • Several countries have road safety programs underway and lessons have been learned • NEPAD supports the trend for coordinated action and foster advocacy and exchange on effective approaches to road safety

NEW PARTNERSHIP FOR AFRICA’S DEVELOPMENT • PROGRESS TO DATE IN ADDRESSING THE CHALLENGES • ROAD CORRIDORS • Some corridors may reach levels where the traffic may justify PPPs or enhanced leases • Feasibility study underway – concessioning parts of the Mombasa-Uganda corridors • Other possible candidates • Abidjan-Yamoussoukro • Douala-Yaounde

NEW PARTNERSHIP FOR AFRICA’S DEVELOPMENT NEPAD’S ROLE • •Road policy reform and institutional development • Promote and support the RSD approach • Support assessments, exchanges and policy research • Regional road networks • Support the development of guiding principles and criteria for planning upgrading along regional corridors • Within agreed framework 10-15% of road investment programs would be mobilized for regional roads (earmarked funds) • Objective could be set at US$1 billion annually for the first four years 2003-2006

NEW PARTNERSHIP FOR AFRICA’S DEVELOPMENT NEPAD’S ROLE • •Engineering and Construction Industry • NEPAD will support exchanges and good practice • Will support regional grouping of professional associations to harmonize regulations, registration etc. • Road Safety • Emphasis on broadened participation of civil society organizations and private sector • Other • Facilitate mobilization of support for road maintenance for post-conflict countries • Help countries develop PPP opportunity packages
