3. Master Plan for the Hualapai Tribe • The Master Plan covers all Reservation Lands including Cholla Ranch and Truxton Triangle • The Master Plan is divided into nine elements covering: • Land Use • Housing • Public Buildings • Economic Development • Infrastructure • Ranching, Forestry and Mining • Transportation • Environmental Protection • Strategic Planning • Status: • Seven elements and the introduction have been approved by the Tribal Environmental Review Committee, with highlights published in the Gamyu. • When all elements have been published, and commented on by the public, a community meeting will be held to discuss the Master Plan and address public comments.

4. Uptown Peach Springs Site for Daycare Center Site for Elder Group Home Site for Alternative to Corrections

5. Elder Group Home • Project: A 4,600 sq. ft., 8-bedroom building located at Juniper and Oak Streets (play ground) designed for active seniors. Estimated cost is $1,125,000 • Status: Building plans are being reviewed by IHS and Mohave County Building Department. Project should break ground in Summer 2013 and be completed by Summer 2014. 6. Day Care Center • Project: A 4,632 sq. ft., building for 32 children estimated to cost $1,325,000 and located on Hualapai Way, west of the Training Center • Status: Groundbreaking on October 30th. Project will have final walk-through on July 10th. Council has approved resolution to staff building

7. Alternative to Corrections/Transitional Living Facility • Project: A $549,855 remodel of the old IHS Clinic (3,595 sq. ft.) for up 6 men and 6 women, located south of the new Health Department building. • Status: Construction bids have been received and are in review. Project should break ground in late July 2013 and be completed by late 2013. Basement Floor Plan

8. Adult Detention Center Expansion • Project: An estimated $1,159,450 remodel of the of existing facility (2,700 sq. ft.) for a new Women’s 20-bed Dormitory and Booking area plus a 2,278 sq. ft. office addition and parking lot. • Status: Architect has provided conceptual design to committee for review. Construction Project requires additional funding. • Tribe has applied for $1.1 million in funding as part of Dept of Justice grant submitted in March 2013 and awaiting award announcement in Fall 2013.

9. Youth Camp • Project: A new bunk house to accommodate 24 people w/ kitchen, a 1,400 square foot dining/community hall, cabins, RV park, open air camp sites, a 400 square foot hunter’s game preparation area, a baseball field and basketball court, and infrastructure for $1,819,000. • Status: Revised Master Plan approved in September, 2012. 10. Accessibility Improvements to Public Buildings • Project: A $412,500 remodel of existing entrances at ten public buildings including the Senior Center and Gym to meet modern ADA standards. • Status: Advertising for bids. Bids due on July 31st. Project should break ground in August 2013 and be completed by late 2013.

11. Grocery Store • Survey: • Included both residents and visitors • Placed in Gamyu, online and at various locations throughout Peach Springs. • Results show need for a wider variety of food products including home-grown beef and venison as well as other native foods. • Proposal: • The Hualapai Tribe would own the building, and lease it to the corporate operator (Partner). • The Partner would operate the new market, share the revenue and profits with the Hualapai, and agree to hire and train Tribal Members. • Preferred store size would be 10,000 to 15,000 square located across from existing market. • Status: • Seeking support from Bashas for store operations with the aid of G&C Consulting Services, LLC.

12. Osterman Gas Station Stabilization • Project: National Park Service has awarded a $55,000 grant to the Tribe to strengthen the walls and foundation of the historic gas station constructed in 1922. • Status: Contract for architecture and engineering services ready for signature. Design time line is six weeks. Construction plans will be put out to bid later this Summer. Groundbreaking anticipated in Fall 2013.

13. 2009 – DOE - TEP - Wind Energy Development Feasibility Study • Proposal: $742,494 allotted to advance the development of the Hualapai’s wind energy resources from the initial assessment and feasibility study phase to the business plan development phase which will allow the implementation of construction activities as soon as a power purchase agreement has been secured between the project developer and a buyer of the electricity. • Progress to date: • Interconnect application filed w/ Western Area Power Admin • Critical Issues Analysis • Avian Use Study • Fall Raptor Migration Study • Turbine array planning • Solicitation of wind developers, in progress • Final Report to include above reports which was presented to DOE on November 16, 2012, in Denver. • Final Report to be presented to Council in January. • Status: Grant active until June 30, 2013

14. 2010 - BIA Energy and Mineral Development Program- Solar Development Feasibility Study • Proposal: $276,605 to advance the development of the Hualapai’s solar energy resources from the initial assessment and feasibility study phase to the business plan development phase which will allow the implementation of construction activities as soon as a power purchase agreement has been secured between the project developer and a buyer of the electricity. • Progress to Date: Preliminary Solar Feasibility Report prepared by PearLuna for Grand Canyon West • Option 1: 250 kW solar array without storage to address peak demand • Option 2: 500 kW solar array to charge batteries & supply off peak demand. • Status: Grant active until September 2013

15. 2011 - MEC – School Solar Program - PV array at Peach Springs Elementary School • Project: As part of the Renewable Energy Standard Tariff (REST), Mohave Electric Cooperative (MEC) set a goal of allocating $50,000 to every public school in its service territory for the installation of a solar energy system. The Grand Canyon Trust will also contribute $30,000 to build the solar array. • 19kW array should offset 10 - 12% of the school’s annual electrical costs • Status: Operational on June 19th.

16. Safe Routes to School • Project: Design and construct walking and bicycle paths from both Route 66 and Hualapai Way to the Peach Springs Elementary School. • Status: Have completed walk to school and bike events in early November Grant was submitted in December. The SRTS grants have been placed hold by ADOT due to budget constraints Provide pavement striping as guidance to student drop-off zone Provide crosswalks and signage at Hualapai Way and Diamond Creek Road Construct sidewalks between Hualapai Way and Route 66 Provide Bike Lane Striping along Diamond Creek Road Provide crosswalks and signage at Hualapai Way and Diamond Creek Road

17. Ongoing Programs Housing Improvement Program Home Site Leases Objective: Provide adequate home sites for Tribal members Eligibility: Lease site must be approved by Tribal Environmental Review Committee and Tribal Council • Objective: Provide safe and sanitary housing to Tribal members • Eligibility: based on income, age and number of dependents • Options: Build new home up to $135K or remodel existing home up to $35K Building Permits • Objective: Ensure that all building structures are built in a safe and sound manner per the Building Code. • Eligibility: Building Permits are required for structures unless specifically noted by Hualapai Environmental Review Code Gamyu Newsletter • Objective: Publish community news, editorials and public notices. • Eligibility: Articles must not defame or slander others.

Other Projects in Process Grants Activities Grocery Store planning Hualapai Headstart Program: plans for expansion of existing building Social Services Safe House: Apply for ownership of two houses across the street from the shelter for future operations. Petitioning State Land Department to deny uranium mine application along Route 18 east of Reservation. Reviewing sites in Peach Springs suitable for solar photovoltaics to reduce electric demand from Mohave Electric Cooperative . • 2013 Indian Community Development Block Grant • Game and Fish Office: Find funding for new office with exhibit room. • Applying for CTAS funding for Adult Detention Center office expansion and transitional housing for Juvenile Justice. • Apply to ADOT for Transit grant to fund current programs, develop bus (fixed route or dial-a-ride) service in the Peach Springs area and provide for a “park and ride” facility and shuttle service for employees commuting to work from Kingman to Peach Springs.
