  2. RBLC BackgroundGeneral RBLC Information • OAQPS initiative in early 1980's to promote the NSR Program. • "Required" in 1990 CAAA Amendments (Sec. 108(h)). • Contains 6000 records - primarily BACT decisions. • Contains historical records (as early as the mid-1970’s)

  3. RBLC BackgroundGeneral RBLC Information (Cont’d) • Receives 300 - 400 new permit records per year. • Includes a Regulation data base summarizing all OAQPS emission standards. • Spanish version of RBLC is now available on-line. • The RBLC will accept entries from Canada & Mexico in 2008.

  4. Who are our external clients?(Based on Historical Information) • Industry & their contractors (NSR permit preparation). • State and local Permitting Agencies (reviewing NSR applications). • EPA & Other Federal Agencies. • Others (Environmental Groups, General Public, etc).

  5. Who are our internal clients? • NSR Group, AQPD, OAQPS (or its contractors). • SPPD Sector Groups (or their contractors) in rulemaking Activities. • EPA International Programs (emerging). • Potential host for PM2.5 RACT SIP and new VOC CTG requirements.

  6. What is the RBLC’s Reprogram? • Integrate the RBLC with SPPD Sector Programs. • Support Continuous Emission Reductions.

  7. Integrate the RBLC with SPPD Sector Programs • RBLC will continue to compile information on Best Available Technologies and Achievable Emission Limits. • RBLC will supply sector experts with this critical information to sustain their knowledge and expertise.

  8. Integrate the RBLC with SPPD Sector Programs(Cont’d) • Sector experts will use the information gained through the RBLC to make control strategy decisions. • Sector experts will perform a technical review of incoming RBLC data and provide feedback to improve the quality of RBLC data.

  9. Support Regulatory Programs • Need to look at additional ways to streamline & optimize the RBLC & other OAQPS system to promote continuous emissions reductions programs. • Linking or combining related OAQPS data bases addresses this need & promotes effective & efficient decision making.

Support Regulatory Programs (Cont’d) • Initial efforts will consider the feasibility of linking/combing the RBLC with the Monitoring Knowledge Base (MKB) (compliance verification/monitoring) and WebFIRE (emission factors). • The feasibility of a more inclusive system to support emission reductions from permit application to compliance verification will also be examined.

  11. RBLC Strategy Summary • Integrate RBLC with the Sector program to improve our expertise & improve RBLC data quality. • Reduce cost by internalizing data acquisition/quality control activities. • Consider linking/combing/streamlining OAQPS data bases to promote continuous emissions reductions.
