  2. The Race Relations Amendment Act 2000 (RRAA 2000) requires authorities to examine all their role function's and policies to ensure that they meet the General Duty to promote Race Equality.

  3. The General Duty as set out in the RRAA 2000 is: To promote equality of opportunity To eliminate unlawful discrimination To promote good race relations between people of different ethnic groups.

  4. This process will include: Reviewing current role (function)s and policies (including unwritten custom and practice) Assessing the potential impact of proposed policies and role (function)s at the planning stage, and consulting on this. The process should take place over a three-year period starting from May 2002 to May 2005, with the process being repeated for a new 3 year plan, to ensure continuous improvement

  5. This tool has been produced to assist managers in this process. The outcomes of undertaking this work will enable the organisation to ensure:- Role function's and policies meet the requirements of the Race Relations Amendment Act Role function's and policies meet the needs of all our customers and clients

  6. Accurate information and data on the needs of our customers and clients is accessible Comprehensive monitoring data on the effectiveness of our role function's and policies is viable Substantial changes to policies will need to be referred back to appropriate Managers or Management Team

(Complaints, customer satisfaction surveys, observation, consultation) Is there a difference in outcomes for different ethnic groups?   8. What are the possible reasons for the differences? Are the differences caused by unlawful discrimination? YES NO TAKE IMMEDIATE ACTION Is the policy acting as a barrier to opportunity? Is the policy harming race relations? Can the differences be avoided? YES. (Alternative policies without adverse impact) NO. (Can be justified through policies’ wider aims) Can the differences be limited? Consult on changes Make Changes Publish results Monitor outcomes
