Background • ADB’s Poverty and Environment Program • An institutional learning program to expand learning on poverty-environment linkages and actions • Pilot interventions • Analytical studies • Captures and disseminates knowledge • Established the Poverty Environment Net website (www.povertyenvironment.net) • providing knowledge resources – good practices, policies, research and survey result etc. • home for the global Poverty and Environment Partnership. • A regional meeting for knowledge sharing and learning from experience was anticipated under the ADB-PEP, and hosting PEP 13 is one of the means identified to achieve this objective. 2008 ADB-WWF Consultation Meeting
Background (2) • Poverty Environment Partnership • An informal network of practitioners from development agencies, international environmental nongovernment organizations, and others working on poverty reduction and the environment • Shares knowledge and operational experience in addressing poverty and the environment • Seeks to improve coordination and collaboration among partners, while promoting ongoing and future joint activities • Members gather biannually for knowledge-sharing and to discuss ongoing and future joint work • ADB is an active member of PEP 2008 ADB-WWF Consultation Meeting
13th Poverty Environment Partnership Meeting: Summary • Hosted by ADB in its headquarters on 9-11 June 2008 • Themes • Sharing experiences on poverty and environment interventions and learning from this for practical application, especially in Asia • Sharing the latest thinking on climate change programming and environmental financing and the implications for PEP concern • There were 10 sessions over 2.5 days, with 70 participants including PEP partners, environmental NGOs, and government officials and policy makers • (See 1 page program) 2008 ADB-WWF Consultation Meeting
13th Poverty Environment Partnership Meeting: Outcome • Provide opportunities for knowledge sharing and improving coordination • Breakout sessions featured a variety of case studies on local interventions and their potential for replication and scaling-up are discussed, with focus on Asia • Information on programs/funds for climate change including ADB adaptation program and OECD adaptation guidance are shared and discussed • A range of financial mechanisms for climate change and other environment issues were introduced and discussed • Very current topics – biofuel and food security are discussed • (see Meeting minutes) 2008 ADB-WWF Consultation Meeting
13th Poverty Environment Partnership Meeting: Outcome (continued) • Provide opportunities for conducting existing/seeking future joint works • Draft paper on REDD was shared and key points are discussed • Information on MDGs Summit 2008 is shared and relevant topic are discussed. As a follow up, PEP side event is under planning. • Progress of PEP External Review was shared and discussed • Venue and time of PEP Meeting is shared: • PEP14: late 2007 or spring 2008 in Switzerland • (see Meeting minutes) 2008 ADB-WWF Consultation Meeting
Mainstreaming Environment in Poverty Reduction (RETA6422) • Second phase of PE Program • Approved in Nov. 2007 with US$ 2.85 M. • Expand to US$ 5.45M in Aug. 2008 • Components: • Subproject Implementation • Analytical Studies • Pilot Interventions • Capacity Development in Country Level – New • At least 5 environmental specialists will be hired at Resident Missions • Knowledge Capture and Dissemination • Implementation Support
