Disclaimer • This webinar will not provide advice on how ATOL reform will impact your businessIf you’re not 100% sure of the implications – which could be significant depending on your business mix and the way/what you sell - you should seek official advice from CAA • Equally, we’re dealing with the ‘what’ of the changes, not the ‘why’, and our focus today is on how the reforms will be supported by Dolphin • We are weaving our way through complex regulations here, trying to arrive at a generic ATOL solution for all Dolphin customers, no matter how they use our softwareInevitably, this means that we sometimes have support the spirit of the regulations where the letter of the regulations does not take into account the options and flexibility that Dolphin provides
Introduction • It’s a “game changer” !(And………………This is just the start of the reforms, not an end in itself) • It’s also a “work in progress” for Dolphin due to extreme timescales, so expect further ‘tweaks’ as the new functionality starts to get used • Our overall approach to ATOL assignment stays the same, whether you are using Auto ATOL or just press the Estimate ATOL Button:- • We work out:- • What you are selling • Who you are selling it to • Who you are buying it from • How/when is it being paid for • When it’s being issued • ……….and then automatically assign the ATOL type(s) • We then print the necessary text on the customer documents and manage CAA monthly/quarterly reporting
Introduction (Contd.) • But…………….. there are significantchanges “under the bonnet”, so there is work for you to do once you get the release • Current Timetable:- • Within Next 2 weeks – Publication of a comprehensive Customer Bulletin document containing full details of all the changes we are making and the work that you will need to do once you get R3 • Mid May – Release R3 available for download by local install customers • 2nd half of May - rollout of R3 to hosted customers • Sometime before October for ATOL certificates, probably with additional webinars and a separate customer bulletin. Solution not yet fully designed, but we are fully committed to supporting them in all their glory
The changes • New (automatic) ATOL types • Flight-only (8) • Flight-plus (9) • Package (10) • Agent for consumer sale (11) - manual selection only as it’s so contentious • “PUBLIC” as a specific ATOL type is no more • IMPORTANT:- All existing logic/features stays in place for folders confirmed before 30/04/12 • New Settings/Features • Vendor Profile:- • Accredited ticket agent flag • Flight basis dropdown • Acting as agent for settings remain super important (as they also do for Agent profile)
The changes • New Settings/Features (contd..) • Folder Item • ATOL ticket issue status now available in non-ticket items • Item Flight Basis • The ATOL Assignment Grid • Familiar look and feel, familiar trigger points, Auto ATOL remains • Trigger points extended for removing ATOL assignment for when things change • ‘Locking’ of ATOL types now possible - by disabling Auto ATOL per folder. • New Exemptions (where an ATOL type of “UNLICENSED” is assigned) • Corporate sales • Credit sales • Client Credit card tickets • Overseas exemption • Country of 1st/2nd and last/penultimate air segments now checked (also used for Flight Plus evaluation) • Location of customer no longer impacts exemption • Auto changing ATOL ticket issue status extended for non-BSP tickets
The changes • The ATOL Assignment Grid (contd..) • All Payable to vendor items now included in ATOL assignment logic • Payable to branch credit card tickets now included in ATOL assignment logic • Insurance excluded and now always UNASSIGNED • Inclusion of Fees/Discounts and Other products remain user configurable
The changes • Overview of ATOL Assignment logic • In Summary, when it kicks in, ATOL assignment will take into account the following:- • Customer type • Folder and item “Acting as agent for” flags – the “Selling basis” • Payments (non-resale) • Existence of a package • Leaving/Arriving into UK • Form of payment on item (CC tickets only) • The Products and the vendor “Buying basis” • Item “Flight Basis” • Item ATOL ticket issued status
The changes • Overview of ATOL Assignment logic (contd.) • In order, we use the following logic when deciding what ATOL type applies:- • No payment/Travel concluded (credit exemption) • Existence of Packages • Definition of “Dolphin ATOL package” now more into line with PTR regulations • The Folder ‘Treat as package’ flag now taken into account • Resale air + land folders now always PACKAGE • Exemptions:- • Overseas • Corporate • ATOL to ATOL & other resale folder checks • Check if folder contains no/only tickets or no/only Flight-only items (includes check for ticket Form Of Payment) • Flight Plus Evaluation (also includes check for ticket Form Of Payment) • Everything else – item pretty much assessed on it’s own merit
The changes • ATOL reporting • Pre-APC reports removed • Existing reports remain, but filtered on folders confirmed before 30 April • Revised Part A, B and C reports, with Breakdown of passenger numbers and turnover by ATOL type – Flight Plus, Flight Only and Package (filtered on folders confirmed after 30 April) • Revised reports can be used for monthly or quarterly reporting • Customer Documents • More or less the same as now, but with “interim” text added • However, ATOL text will now be mostly at item level only (not in the footer) due to the various flavours of UNLICENSED sales – Accredited agent, customer CC, overseas – each requiring slightly different wording. • Further changes likely once Certificates are introduced
The changes • What’s not there/Future considerations • Automatic update of folders created between 30 April and the R3 upgrade.(These will have the be manually fixed up by re-assigning ATOL, once new configuration has been undertaken.) • A “Requested date” concept – we use the later of Item creation or folder confirmed date • Automatic assignment of Flight plus whenever there are flights and car/Accommodation(as a company policy) • Evaluation of carrier terms and conditions as part of customer card exemption • Ability to record customer’s credit card on payable to vendor items • Showing amount paid against items in invoices – not technically possible • Issuing documentation on a vendor’s behalf • Allowing Agents to issue certificates on your behalf (ATOL certificates via Dolphin Web customer services/CBE) • Single/Multi pax relating on each item (maybe required for certificates.) • Suggestions for new functions/logic certainly welcome
