Towards targets • Targets and trading are important • Attempt to use as many elements as possible from UNFCCC and KP • Negotiations of several treaties • Fewer negotiation parties • Fewer trade-offs • Less incentives for taking on targets • Challenge: create multi-treaty system with incentives for taking on targets • Possible solution: linking rights and duties

Reporting Treaty • Rights • Participate in future negotiations • Gateway to the two other treaties • Duties • Comply with reporting requirements • Reporting requirements • Level of reporting requirements depends on developing level • E.g. countries below graduation threshold only have to report CO2 from energy

Trading Treaty • Duties • Have to take on real and comply with reduction targets for parts or the whole economy • Rights • Full participation in emissions trading • Participation in the negotiation of the Trading Treaty • Can be a party to Support Treaty
Targets • To be set by negotiations between parties to the Trading Treaty • Possibility, one of many • Targets set as reduction from BAU • BAU have to be approved by review team • Lower target for newcomers • Example • Newcomers: 0% from BAU • Veterans: -2% p.a. from BAU • With various levels in between?
CDM • Lives its own life, regardless of ratification • Issuance of CERs will continue even if KP fails • Clear procedures for the future development • No need for new procedures • Incentive for taking on targets • Countries above graduation level cannot host CDM-projects
Policy recommendations, short-term • Start processes that could lead to the drafted strucutures • Keep the processes out of the UNFCCC (in the short term) • Two main processes • Trading Treaty: Countries with ambitious targets should meet and discuss linking and future evolution • Tech Treaties: Interested countries should meet and discuss cooperation • Sensible strategies also in the event that KP does not enter into force
