Conditions for success • Concertation and stakeholders’ participation • Adequate resources • Creating a learning culture : • Valuing and rewarding learning, especially non-formal and informal learning • Promoting positive perceptions of learning and raising awareness of the benefits
Conditions for success (2): • Facilitating access to learning opportunities: • Removing social, geographical, psychological and other barriers • Recognising non-formal and informal learning • Tailored measures for different target people (at risk of social exclusion, self-employed, women, the elderly, etc.) • Look for unmet demand
Conditionsfor success (3): • Information and guidance • Tailoring services – fields (ex. market dynamics differences between visual and performing arts – and also within them) • Role of local services in bringing learners and trainers together • Coordination with other policies (ex. employment, social inclusion)
