RN01 - Mandate for Phase IV • Recommend how deliverables should be structured and published • Review deliverables for compliance with the recommendations, • prepare roadmaps for implementation of deliverables • Create awareness among the potential recipients as to what is coming • (e.g. standards organisations) • Provide proposal for an Arctic long term international standards program • (ref. ISO/TC67 MC Ad-hoc group Arctic Operations)
Task 1: Recommendation of deliverables • Report developed and delivered to Steering Committee 7th Dec. 2010 • Recommendations presented at B2020 Conference 9th Dec. 2010 • Format reports according to ISO/IEC Directives Part 2, “Rules for the structure and drafting of International Standards”

Application Deliverable Recipient RN02 - Ice Loads
RN02 - Commentary • RN01 recommends to the Steering Committee that the Russian and Norwegian regional annexes are identical. • This means Russia (Rosstandart) and Norway (Standards Norway) needs to work together (form joint work group) to accomplish this.
Recipient Deliverables RN03 – Risk Management
RN03 - Commentary • RN01 supports that the RN03 results is used by TC 23 as basis for development of Russian standard: • Oil and Gas Industries – Offshore Production Units. Guidelines on tools and techniques for hazard identification and risk assessment (Based on ISO 17776 and NORSOK Z-013) • RN01 notes that ISO 17776 will shortly be revised with input from NORSOK Z-013 • Following the seminars, it is noted that a number of arctic condition related questions are still left open for the Barents Sea

RN04 - Commentary • RN01 recommends EER taken out of ISO19906 • RN04 report to be used as basis for development of new standard under ISO TC67/SC8 • RN01 supports that RN04 report is used by TC 23 as basis for development of Russian standards: • Oil and Gas Industry – Offshore Production Units. Evacuation and Rescue systems. Terms and Definitions • Oil and Gas Industry – Evacuation Routes and Temporary Shelters. Major Requirements • Initial proposals of regional annexes to ISO19906 and DNV RPs are recommended to be abandoned

RN05 - Commentary • Initial proposals of GAZPROM STO and DNV RP are recommended to be abandoned • National annexes (identical if possible) can be used by industry within relatively short time • This means Russia (Rosstandart) and Norway (Standards Norway) needs to work together (form joint work group) to accomplish this.

RN06 - Commentary • Initial proposal for commentary/amendment to ISO 19906 cancelled by RN06: • RN02 included ice management assessment in relation to ISO19906 as part of their work. • It was therefore agreed to exclude this from RN06 scope as to avoid duplication.

B2020 Steering Committee Meeting, Oslo, May 2011 1 • Proposal to establish a new ISO TC67 sub-committee on «Arctic Operations» by Vlada Rusakova, chairperson of GOST R/TC23 • Proposal for circum-polar seminars 2012 to promote the deliverables from B2020 and future international collaboration in this area
ISO AHG (ad-hoc group) 3 • The ISO/TC67 MC Ad-hoc group on Arctic Operations used the Barents 2020 RN01 report as a basis for their recommendations • Recommended to the ISO/TC67 plenary meeting in Moscow, 14-15th September 2011: • to set up a new subcommittee for Arctic Operations • to invite Russia to propose a Chairman and Secretary. • Ref. 31st Plenary meeting of ISO/TC67 4 ISO Plenary Meeting, Sep. 2011 Resolution 2011/34 (Moscow, 2011) – Establishment of Subcommittee Arctic operations ISO/TC 67: — decides to establish a new subcommittee “Arctic operations” and to allocate the secretariat to the Russian Federation. — Welcomes the proposed draft scope Standardisation of technological, processing and service operations in arctic offshore exploration and production including requirements to human safety and plant security. — welcomes the nominated Secretary Mrs. Liudmila Zalevskaya and Chairman Mr. Mikhail Rusakov as presented by the Russian Delegation. — requests the Russian Delegation in cooperation with the ISO/TC 67 Management Committee to review and, if necessary, amend the scope, justification and proposed working programme of the Sub Committee and submit the detailed outline to the ISO/TC 67 secretariat within 14 days. — requests the TC 67 Secretariat to inform the ISO Technical Management Board to ensure ratification of the establishment of the new ISO/TC 67/SC 8 “Arctic Operations”.
5 New ISO TC67 SC8«Arctic Operations» • The formal establishment of SC8 has been approved by ISO Technical Management Board in December 2011. • The SC8 work programme will be developed on the basis of the proposed work items. • Preparations for the first meeting have started. • Detailed new work item proposals are being prepared.
Summary of main results • Development of corporate level of standardisation • Development of standards on Russian/Norwegian national level • Input to development of standards at international level • Further facilitating Russian, Norwegian and international co-operation for making joint standards for Barents Sea, and the broader arctic region
