Suggested Reforms for UG and PG Colleges in Higher Education • Academic: • Strengthen UG Teaching by improved Classroom/Lab Facilities, Teacher-Student Ratio & Students' Accountability • Routine Academic Audit particularly for PG courses in the colleges • Teacher exchange programme for PG courses • Selection of Colleges of Excellence/Model colleges • Up-gradation of Heritage Govt. Colleges • Delink the General UG courses from Honours Colleges • Introducing General Courses on a Non-formal mode through Distance Education programme • Strengthening Vocational training. • Restructuring of sub major subjects with incorporation of professional courses.
Introduction of Uniform Syllabi at the UG Honours level • Strengthening of Sports infrastructure and Contractual Trainer at the college level ,introduction of Physical Edn. as optional subject • Compulsory Computer courses for all UG students • Like Universities, E journal facilities need to be extended to PG teaching colleges • Introduction of Compulsory Training in Industry/Institute for PG students • Sharing of facilities, namely Girls’/Boys hostels; among colleges • On-line admission by respective University. • Teachers’ training Programme should be during vacation /recess/slack session only.
2. Administrative • Governing body or College management be given more • academic and financial freedom • IT enabled office management in Govt. colleges • Employment of office staff in proportion to the students • strength • Introduction of Five day week • All Colleges to have Uniform Students’ Union Constitution, with a well-defined Function, Discipline and Financial Power. Rename SU as Students’ Council/association etc.
3. Financial : • Creation of the Post of Accounts Officer/ Bursar in • all Govt. Colleges. • Enhancement of Financial power of the Principals in • Govt. Colleges • Empower the Principals to grant all sorts of leaves and issuance of no objection in connection with academic & administrative matters for all staff. Initiative to avail more central assistances. • Restructuring of Students’ fees
Institutes in West Bengal • IACS in 1876 • Bose Institute Kolkata in 1917 • Indian Statistical Institute in 1931(1956) • Saha Institute of Nuclear Physics in 1950 • Indian Institute of Technology Kharagpur in 1951 • IICB (1935) becomes a CSIR institute in 1956 • S.N. Bose National Centre for Basic Sciences was established in 1986 • Indian Institute of Science Education and Research in 2006 • National Institute of Biomedical Genomics, 2010
Proposed Research Institutes • Institute of Chromosome Biology ( Includes Plants and Human ; contribution to future health. • Institute of Medicinal and Aromatic Plants (It has been estimated that out of 2000 drugs that have been used extensively in India only 200 each of animal and mineral origin ,while the rest are of Plant origin. We have vast Himalayan region which is often termed as repository of medicinal plants ) • Establishment of one degree Govt. college in South 24 Parganas. • ( We do not have above noted types of Institute in West Bengal )
3. Construction of Climatron : The term was coined to emphasize the climate-control technology of the greenhouse dome used as a conservatory More than 2,800 plants, including 1,400 different tropical species, are kept inside the Climatron of Missouri Botanical Garden . The lush, green tropical rainforest environment is maintained by a computerized climate control system. No other Climatron is available in India
