CONTEXTUAL BACKGROUND In 1998, the government introduced an outcomes-based Curriculum 2005 In 2000, government began a process of reviewing Curriculum 2005 based on feedback from teachers, parents and other role players Consequently, the revised National Curriculum Statement was implemented in Grades 1,2 and 3 in 2004 and in Grades 4, 5 and 6 sequentially in 2005, 2006 and 2007. The implementation continued in Grade 10 in 2006, 2007 in Grade 11, and 2008 in Grade 12. With the first National Senior Certificate (NSC) examinations, based on the NCS, being written in 2008. 3 3

CONTEXUAL BACKGROUND (CONT.) • In July 2009, the Minister of Basic Education appointed a panel of curriculum experts external to the Department to investigate the curriculum implementation challenges • The panel conducted public hearings with teachers and further received written comments from the public via electronic communication (Thutong portal and e-mail) • The Terms of Reference of the Task Team included the following: • Identify challenges and pressure points in the implementation of the NCS Grades R-12 • Investigate how challenges could be addressed • Develop a set of practical interventions to respondto the noted challenges 4

  5. Major shifts in repackaging of NCS DECISIONS OF THE MINISTER AND THE COUNCIL OF EDUCATION MINISTERS (CEM)

POLICY ENVIRONMENT • National Curriculum Statement (NCS) Grades R – 12, comprises the following documents: • National Curriculum and Assessment Policy Statements for all approved subjects listed in this document; and • The policy document, National policy pertaining to the progression and promotion requirements of the National Curriculum Statement Grades R – 12

  7. POLICY ENVIRONMENT (Cont.) Supplementary Policy • The new draft policy document, National Protocol for Assessment (Grades R – 12), provides a policy framework for the management of school assessment • The policy document; National policy on the conduct, administration and management of the National Senior Certificate: A qualification at Level 4 on the NQF, is in the process to be revised and aligned with newly developed policy documents

  8. Foundation Phase Instructional Time CEM approved the recommendation that the instructional time for Grade 3 be retained at 25 hours as in current policy. The current instructional time for Grades R, 1 and 2 is 22.5 hours The instructional time for Grades R, 1 and 2 be increased from 22.5 hours to 23 hours For Grade 3, FAL is increased to 5 hours and Beginning Knowledge to 2 hours

  10. Intermediate Phase CEM has also accepted the recommendation to reduce the number of Learning Areas (subjects) to six subjects in the Intermediate Phase. In terms of policy the current instructional time allocation for Grades 4-7 is 26.5 hours and 27.5 hours for Grades 8 and 9. The time allocation for the Intermediate Phase is increased from 26.5h to 27.5h

Senior Phase • 8 Subjects (Learning Areas) are still applicable in the Senior Phase • Languages (HL) – 5h • FAL – 4h • Mathematics – 4.5h • Natural Sciences – 3h • Social Sciences – 3h • Technology – 2h • Arts and Culture – 2h • Economic Management Sciences – 2h • Life Orientation – 2h • Instructional time allocated as indicated above.
