Introduction 2000-2006 The European Commission will actively participate in the development of the Upper Austria region by co-financing the Objective 2 programme for the area during 2000-2006. • The region is located in central Austria with the Czech Repuclic to the north and Germany to the west. • During the previous period the region was covered under the Objectives 2 and 5(b). • The total cost of the programme is EUR 719 million, of wich EUR 122 million will be provided by the EU Structural Funds. • DG REGIO/Unit D3/PL 2 03/01/2020

  4. 1.3 Description of the eligible area Objective 2 Upper Austria Upper Austria is located in the centre of Austria with the Czech Republic to the north and Germany to the west. The Objective 2 region within Upper Austria covers 302 005 inhabitants. Considerable disparities exist within the region. While GDP per capita (103%) is above the EU average, it ranks fifth among Austria's regions. The industrial sector continues to play an important role in the regional economy while the service sector is lagging behind. Agriculture still employs a large share (13%) of the region's labour force. The development of R&D and technology transfers of recent years have laid the basis for further structural changes. Unemployment is quite low (3.2%) with considerable higher unemployment in the rural areas along the Czech border.These areas include traditional tourist areas and old industrial areas. Management and contact details The Office of the Upper Austrian Regional Government (Amt der Oberösterreichischen Landesregierung) has been designated as the Managing Authority responsible for the overall coordination of the programme. 2000-2006 The Austrian Regional Planning Conference (ÖROK: Österreichische Raumordnungskonferenz) will act as the secretariat for both Objective 1 and 2 programmes. The Monitoring Committee will include the competent Federal ministries (as appointed by the Federal Chancellery) and implementing bodies alongside the social partners and institutions responsible for equal opportunities and sustainable development. The Ministry of Finance and the department responsible for coordinating each Fund will have overall financial responsibility for financial control. DG REGIO/Unit D3/PL 11 03/01/2020

Overview of monitoring indicators 2000-2006 •The following targets have been set at programme level (overview of monitoring indicators): •around 4 135 new jobs; •private investment of EUR 535 million (ATS 7.3 billion); •support for 205 business start-ups/relocations; •support for 120 R&D projects; •support of 40 infrastructure projects in tourism.
